The company's subsidiaries Shanghai Infrastructure Construction and Development (Group) Co., Ltd. (“Shanghai Infrastructure”), Shanghai Urban Construction Group Henan Construction and Development Co., Ltd. (“Henan Construction”) and Xinxiang State-owned Capital Operation Group Co., Ltd. won the bid and signed a relevant investment agreement with Xinxiang Municipal Transportation Bureau due to policy adjustments. Project suspended. After negotiations between the parties, the original franchise agreement was terminated, and the “franchise” model was re-tendered in accordance with the requirements of the new policy mechanism, and the Xinxiang Municipal Transportation Bureau was the implementing agency for this project.

The Company's wholly-owned subsidiaries, Shanghai Infrastructure Construction and Development (Group) Co., Ltd. (“Shanghai Infrastructure”), Shanghai Urban Construction Group Henan Construction and Development Co., Ltd. (“Henan Construction and Development”), Shanghai Highway and Bridge (Group) Co., Ltd. (“Road and Bridge Group”), Shanghai Urban Construction City Operation (Group) Co., Ltd. (“Operation Group”), and Shanghai Urban Construction Digital Industry Group Co., Ltd. (“Digital Group”) formed a consortium to participate in the bidding of this project franchisee. On December 8, 2025, the consortium officially obtained the notice of winning the bid for the project.

The concessionaire for the Huixian to Weihui section of the Huixian to Juancheng (Yulujie) Expressway has a total investment of 6.49 billion yuan, including 4.261 billion yuan for construction and installation. The project uses a “franchise” model, with a cooperation period of 33.25 years, of which: the initial and construction period is 3.5 years, and the toll period is 29.75 years.
