State Agencies Issue RFP for Transit-Oriented Development in Woburn

A joint venture comprised of the Massachusetts Port Authority (Massport), the Massachusetts Department of Transportation (MassDOT), and the Massachusetts Bay Transportation Authority (MBTA) is releasing a Request for Proposals (RFP) seeking a developer for a mixed-use transit-oriented development (TOD) project at the Anderson Regional Transportation Center (RTC) in Woburn. The RFP follows a strong response to a Request for Expressions of Interest earlier this year.

“As the JV plans for the future of the Anderson RTC, there is potential for development to co-exist with, and even enhance, operations at the facility,” MBTA said in a release. Development of a parking lot outside the RTC represents an opportunity “for a qualified developer able to navigate complex environmental regulations.”

Responses to the RFP are due by March 24, 2026. A selection committee comprised of the three agencies will evaluate proposals before recommending a developer for designation by the three agencies’ respective boards.
