On December 8, the Ministry of Natural Resources held a video conference to launch a special operation to investigate and prevent hidden geological hazards in winter and spring in the Wumeng Mountains. The conference emphasized the need to establish the concept of disaster prevention throughout the year, insist on using disaster prevention responsibilities, awareness and action during the flood season to treat disaster prevention work in winter and spring, further strengthen organizational leadership, make concerted efforts, consolidate disaster prevention responsibilities, and strictly prevent and control the risk of major geological disasters. Geological disasters are high, prone, and frequent in the Wumeng Mountains. They have remarkable characteristics of high concealment, high suddenness, and high destructive power. In recent years, due to climate change, there have been new changes in geological disasters in the region. The proportion of disasters caused by freezing and thawing effects and infiltration of rain and snow in winter and spring has increased year by year, showing the characteristics of a double cycle of “mainly flood season, with winter and spring occurring concurrently”, posing a huge threat to the lives and property safety of local people. According to the meteorological department's forecast, the risk of geological disasters is still high due to the combination of low temperatures, rain, snow, and freezing weather in the Wumeng Mountain region this winter and spring. To this end, the Ministry of Natural Resources launched a special operation to investigate and prevent hidden geological hazards in winter and spring in the Wumeng Mountains for 48 counties and cities in 11 cities and states, including the neighboring regions of the three provinces of Sichuan, Guizhou, and Yunnan.
