On December 8, the Sichuan Provincial Development and Reform Commission issued the “Implementation Rules for Promoting the Development of Direct Green Power Connections in Sichuan Province in an orderly manner”. Among them, it is proposed that green power direct connection projects should scientifically determine the type and scale of new energy power sources and adjust resources based on the characteristics and scale of electricity consumption loads. The overall annual spontaneous energy consumption of the project should account for no less than 60% of the total usable electricity generation, account for no less than 30% of the total electricity consumption, and continuously increase the proportion of spontaneous self-use, to no less than 35% by 2030. Before the electricity spot market in our province is in continuous operation, green power direct connection projects are not allowed to reverse power transmission to the public grid; after continuous operation, the electricity spot market can adopt a model where the entire electricity spot market is mainly used spontaneously, and the surplus electricity grid is used as a supplement. The ratio of surplus electricity feed-in power in grid-connected green power direct connection projects to the total usable power generation should not exceed 10% according to the “three states and one city” principle, and in principle no more than 20% in other regions. Among them, if the layout of the green power direct connection project is within the restricted transmission section of the power grid, the remaining electricity will not be connected to the Internet during the restricted period. The new energy and energy storage configurations of off-grid green power direct connection projects should meet the demand for safe and stable load consumption.
