On December 10, 2025, Vice Foreign Minister Sun Weidong attended the opening ceremony of the 6th “Maritime Cooperation and Governance Forum” in Sanya, Hainan, and delivered a keynote speech. Sun Weidong said that the global governance initiative proposed by President Xi Jinping has injected new impetus into global ocean governance. China's efforts to promote high-quality marine economic development during the “15th Five-Year Plan” period will provide new opportunities for global maritime cooperation. Sun Weidong put forward three suggestions. The first is to adhere to the international rule of law and establish a fair and just maritime order. The international order should be based on international law. As for territorial and maritime issues, China has always insisted on abiding by international law and having the countries directly concerned resolve them through dialogue and negotiation. China is ready to work with ASEAN countries to write a new story of peace, stability, cooperation and friendship in the South China Sea. The second is to insist on putting people first and promote joint discussion and shared ocean governance. China insists on the goal of the welfare of all humankind, promoting the common development of the oceans and maintaining the common safety of the seas. The third is to focus on action orientation and deepen mutually beneficial and win-win maritime cooperation. The key to solving problems in the marine sector lies in action. China is actively building blue partnerships to provide high-quality marine public goods to the international community. China advocates promoting joint development with all maritime neighbors and comprehensively promoting practical cooperation in various fields involving the sea. The forum was jointly organized by the China South China Sea Research Institute and relevant organizations. Approximately 300 participants from various fields related to the sea at home and abroad attended the conference.
