The General Office of the People's Government of Henan Province recently issued the “Implementation Opinions on Establishing and Improving the Long-term Supervision Mechanism for Enterprise-Related Enterprise-Related Fees”, which focuses on 13 tasks in 4 areas, including establishing a hierarchical classification of enterprise fee policy evaluation and review mechanisms, strengthening the supervision of the entire chain of charges involving enterprises, and strengthening charging standards in key areas, comprehensively standardizing the charging behavior of enterprises involved before, during, and after the fact, and establishing a collaborative and efficient long-term supervision mechanism to better stabilize the expectations of various business entities and enhance confidence in development. The “Opinion” clarifies clear general requirements and phased goals. By the end of 2025, all provincial, municipal, and county government departments will announce to the public; by the end of 2027, the existing charging policies for enterprises involved will be fully self-checked and regulated; by the end of 2030, the province will have built more than 100 charging monitoring points for enterprises involved, covering industry monitoring, administrative supervision, and social supervision, and a long-term supervision system for enterprise fees will basically be formed.
