Ministry of Finance: From January to November, the country's tax revenue of 16481.4 billion yuan increased 1.8% year-on-year

The Zhitong Finance App learned that on December 17, the Ministry of Finance announced the fiscal balance for January to November 2025. Data show that from January to November, the national general public budget revenue for 2005 was 1.6 billion yuan, an increase of 0.8% over the previous year. Among them, the country's tax revenue was 16481.4 billion yuan, up 1.8% year on year; non-tax revenue was 3570.2 billion yuan, down 3.7% year on year. Looking at the central government and local authorities, the central government's general public budget revenue was 8846.4 billion yuan, down 1% year on year; local general public budget revenue at this level was 11205.2 billion yuan, up 2.2% year on year. Among the main tax revenue items, stamp duty was 404.4 billion yuan, an increase of 27% over the previous year. Among them, stamp duty on securities transactions was 185.5 billion yuan, an increase of 70.7% over the previous year.

Fiscal balance for January to November 2025

I. National general public budget revenue and expenditure

(1) The general public budget revenue situation.

From January to November, the national general public budget revenue for 2005 was 1.6 billion yuan, an increase of 0.8% over the previous year. Among them, the country's tax revenue was 16481.4 billion yuan, up 1.8% year on year; non-tax revenue was 3570.2 billion yuan, down 3.7% year on year. Looking at the central government and local authorities, the central government's general public budget revenue was 8846.4 billion yuan, down 1% year on year; local general public budget revenue at this level was 11205.2 billion yuan, up 2.2% year on year.

The main tax revenue items are as follows:

1. Domestic value-added tax was 6362.9 billion yuan, an increase of 3.9% over the previous year.

2. Domestic consumption tax was 1563.9 billion yuan, an increase of 2.5% over the previous year.

3. Corporate income tax was 4023.4 billion yuan, an increase of 1.7% over the previous year.

4. Personal income tax was 1468.9 billion yuan, an increase of 11.5% over the previous year.

5. Value-added tax and consumption tax on imported goods amounted to 1652 billion yuan, a year-on-year decrease of 4.7%. Tariffs amounted to 214.9 billion yuan, a year-on-year decrease of 3.2%.

6. Export tax rebates amounted to 1903.8 billion yuan, an increase of 5.6% over the previous year.

7. Urban maintenance and construction tax was 475.3 billion yuan, an increase of 3.4% over the previous year.

8. Vehicle purchase tax was 181.4 billion yuan, a year-on-year decrease of 17.4%.

9. Stamp duty was 404.4 billion yuan, an increase of 27% over the previous year. Among them, stamp duty on securities transactions was 185.5 billion yuan, an increase of 70.7% over the previous year.

10. Resource tax was 271.7 billion yuan, a year-on-year decrease of 0.5%.

11. Deed tax was 396.8 billion yuan, a year-on-year decrease of 14.3%.

12. Real estate tax was 471.4 billion yuan, up 10.8% year on year.

13. Urban land use tax was 234 billion yuan, an increase of 5% over the previous year.

14. Land value-added tax was 378.2 billion yuan, a year-on-year decrease of 17.3%.

15. The arable land occupation tax was 13.8 billion yuan, an increase of 5.7% over the previous year.

16. The environmental protection tax was 27.4 billion yuan, an increase of 14% over the previous year.

17. Other tax revenues, such as vehicle and ship tax, ship tonnage tax, tobacco tax, etc., totaled 127.8 billion yuan, an increase of 0.3% over the previous year.

(2) General public budget expenditure.

From January to November, the national general public budget spent 24853.8 billion yuan, an increase of 1.4% over the previous year. Looking at the central government and local authorities, the central government's general public budget spent 3823.2 billion yuan at this level, an increase of 6.2% over the previous year; local general public budget expenditure was 21030.6 billion yuan, an increase of 0.6% over the previous year.

The main categories of expenditure are as follows:

1. Education expenditure was 3785.6 billion yuan, an increase of 4.4% over the previous year.

2. Science and technology expenditure was 889.2 billion yuan, an increase of 7.9% over the previous year.

3. Cultural tourism, sports and media expenditure was 317.7 billion yuan, an increase of 1.3% over the previous year.

4. Social security and employment expenses amounted to 4072.1 billion yuan, an increase of 8.1% over the previous year.

5. Health expenditure was 1868.7 billion yuan, an increase of 4.7% over the previous year.

6. Energy saving and environmental protection expenditure was 472 billion yuan, an increase of 6.6% over the previous year.

7. Urban and rural communities spent 1679 billion yuan, a year-on-year decrease of 8.3%.

8. Agriculture, forestry and water expenditure was 1944.9 billion yuan, a year-on-year decrease of 13.6%.

9. Transportation expenditure was 1017.7 billion yuan, a year-on-year decrease of 0.1%.

10. Debt interest payments amounted to 1218.9 billion yuan, an increase of 3.9% over the previous year.

II. Budget revenue and expenditure of national government funds

(1) The budget revenue situation of government funds.

From January to November, the national government fund budget revenue was 4027.4 billion yuan, a year-on-year decrease of 4.9%. Looking at the central government and local authorities, the budget revenue of central government funds was 393.8 billion yuan, up 0.6% year on year; local government fund budget revenue was 3633.6 billion yuan, down 5.5% year on year. Among them, revenue from state-owned land use rights concessions was 2911.9 billion yuan, down 10.7% year on year.

(2) Budget expenditure of government funds.

From January to November, the national government fund budget spent 9212.4 billion yuan, an increase of 13.7% over the previous year. Looking at the central government and local authorities, the central government fund budget expenditure was 907.8 billion yuan, an increase of 1.9 times over the previous year; the budget expenditure for local government funds was 8304.6 billion yuan, an increase of 6.6% over the previous year. Among them, expenditure related to revenue from state-owned land use rights concessions was 3848.9 billion yuan, down 6.6% from the previous year.
