Establish a fault-tolerant trial and error exemption mechanism for innovation investment of state-owned enterprises, improve the classification and assessment mechanism for R&D investment of state-owned enterprises, and fully cover the scientific and technological innovation assessment of state-owned industries and technology-based enterprises.
