On December 25, the State Post Office held a regular press conference for the fourth quarter to introduce the green and low-carbon development of the postal industry during the “14th Five-Year Plan” period. During the “14th Five-Year Plan” period, the entire industry basically achieved full coverage of electronic waybills and recycled transfer bags. Lin Hu, director of the marketing supervision department of the State Post Office, said that during the “14th Five-Year Plan” period, industry regulations, standards and policies were more complete, and the top-level design system was gradually improved. Promote the introduction of 3 regulations, 15 standards, and 9 policies compatible with the green concept, and basically form a system system with the characteristics of “complementing laws and regulations with departmental regulations, linking national standards with industry standards, and coordination between central policies and local policies”. Express packaging is better, and the effectiveness of the “four modernization” management continues to improve. New express packaging technology and new recycling scenarios continue to emerge, and reduced packaging such as “slimming” tape and “face-lift” waybills are widely used. Four companies, including Post, JD, SF Express, and Yunda, are piloting the application of circular packaging in scenarios such as fresh food cold chains and government documents in more than 20 cities. Technological empowerment is stronger, and green and low-carbon development is progressing steadily. The entire industry has a photovoltaic installation area of 4.48 million square meters, equipped with more than 4,300 high-speed security machines, more than 1,000 green distribution centers, more than 12,500 green outlets, and more than 75,000 new energy and clean energy vehicles.

Lin Hu pointed out that through technological innovation, model optimization, and green management, the postal industry has achieved carbon reduction throughout the entire chain by collaborating with the four key nodes of collection, transfer, transportation, and dispatch. In the collection process, carbon reduction is achieved through packaging source reduction and green substitution; in the transportation process, the energy consumption structure is optimized through green intelligent facilities; in the transportation process, carbon efficiency is reduced through “new energy+multimodal transport” two-wheel drive; and in the delivery process, terminal carbon reduction is promoted through unmanned technology and intelligent algorithms. In the next step, the industry will continue to deepen technological innovation and empowerment, use big data, blockchain, visualization and intelligent technology to strengthen cooperation and sharing of infrastructure and service networks such as transportation, warehousing, sorting, and distribution, achieve full-link logistics carbon footprint management, and promote collaborative carbon reduction in the supply chain. Promote integrated carbon reduction in green buildings, intelligent equipment, automatic sorting, photovoltaic power generation, new energy vehicles, low-altitude distribution, and green packaging.

Lin Hu said that express packaging management is a systematic project. It is necessary to adhere to systematic thinking and problem orientation to promote upstream and downstream collaboration and full-chain management. In recent years, the State Post Office has actively promoted multi-party participation, strengthened collaborative governance, and achieved phased results. The next step is to continue to deepen multi-party collaborative governance, further strengthen departmental coordination, establish and improve working mechanisms such as information sharing and joint enforcement; further promote industry associations to play a role as a link to encourage enterprises to link upstream and downstream to build a green supply chain; further strengthen publicity and guidance, and promote the results of express packaging management so that the public can perceive, understand, and use them.
