This standard is the world's first mandatory electricity consumption limit standard for electric vehicles. The standard comprehensively considers the current state of electricity consumption of pure electric passenger vehicles, energy saving technology potential, cost control, electricity consumption performance of special models, etc., proposes electricity consumption limits for different vehicle weights, is about 11% stricter than the recommended standard in the previous edition, and proposes appropriate index requirements based on differences in model electricity consumption with different usage characteristics and different technical characteristics, effectively taking into account the diversified development needs of models and providing guidance for subsequent development and application of energy-saving technology.

The national standard “Electric Vehicle Energy Consumption Limits Part 1: Passenger Vehicles” (GB 36980.1-2025) will be implemented from January 1, 2026. This standard is the world's first mandatory electricity consumption limit standard for electric vehicles.

The standard comprehensively considers the current state of electricity consumption of pure electric passenger vehicles, energy saving technology potential, cost control, electricity consumption performance of special models, etc., proposes electricity consumption limits for different vehicle weights, is about 11% stricter than the recommended standard in the previous edition, and proposes appropriate index requirements based on differences in model electricity consumption with different usage characteristics and different technical characteristics, effectively taking into account the diversified development needs of models and providing guidance for subsequent development and application of energy-saving technology.

After the implementation of the new standards, enterprises must make necessary technical upgrades to the newly shipped products. Taking models of about 2 tons as an example, the new standard requires that the electricity consumption for 100 kilometers should not exceed 15.1 kilowatts of electricity. After the technology is upgraded, the driving range of electric vehicles will increase by an average of about 7% without changing battery capacity, and the driver experience will be significantly improved.

The publication and implementation of new electricity consumption standards for electric vehicles has a positive effect on promoting the advancement of energy-saving technology for pure electric passenger vehicles, raising the level of vehicle energy efficiency, and eliminating high-energy models.
