Recently, the National Federation of Trade Unions, the Ministry of Culture and Tourism, the China Film Administration, and the State Administration of Sports jointly issued “Opinions on Further Promoting High-Quality Development of Workers' Cultural and Sports Work in the New Era and Expanding Workers' Consumption of Culture and Sports” (hereinafter referred to as “Opinions”), which aims to systematically promote employees' cultural and sports work, release consumption potential, and meet the growing spiritual and cultural needs of workers.
The “Opinion” is guided by Xi Jinping's ideology of socialism with Chinese characteristics in the new era, implements the central government's deployment requirements such as “vigorously boosting consumption”, and proposes eight key tasks. It is clear that by 2030, an employee cultural and sports activity system with broad coverage, clear hierarchy, and distinctive characteristics will basically be built to create an employee culture and sports brand project with national influence, and form a healthy, civilized, uplifting, and fully engaged employee culture.

I. General Requirements
Adhere to Xi Jinping's ideology of socialism with Chinese characteristics in the new era as the guide, anchor the goals and tasks of the “15th Five-Year Plan” plan, adhere to the people-centered idea of development, promote and implement the core socialist values, vigorously promote and develop employee culture, improve overall system mechanisms, enrich content forms, expand platform resources, strengthen digital intelligence, and stimulate innovation and creativity. Through joint efforts, by 2030, we will basically build a cultural and sports activity system for employees with a wide range of coverage, clear hierarchical and distinctive characteristics, and build a number of cultural and sports brand projects with national influence. II. Key tasks
(1) Expand the scale of employees' cultural and sports activities. The National Federation of Trade Unions takes the lead in planning, organizing, and coordinating the implementation of national employee cultural and sports activities with the Ministry of Culture and Tourism, the National Film Administration, and the State Administration of Sports. Trade unions at all levels join forces with cultural tourism, film, and sports authorities to strengthen resource matchmaking and activity guidance, and build a brand for regional employees' cultural and sports activities. Trade unions at all levels, workers' cultural palaces, etc. are encouraged to strengthen cooperation with arts troupes, public cultural service agencies, cultural and expo venues, performance venues, movie screening venues, stadiums, etc., and carry out a wide range of cultural and sports activities for employees. Encourage grass-roots trade unions to carry out miniaturized, diversified, and daily cultural and sports activities for employees to effectively enhance the convenience of employees' participation.
(2) Promote the supply of employee culture. Adhere to culture and benefit the people, jointly organize “Employee Art Week” and “Employee Film Week”, carry out a wide range of cultural activities for employees, such as art exhibitions, themed exhibitions, and classical recitation, actively carry out various cultural grassroots activities, continue to organize night schools for employees, and enrich the workers' leisure cultural life. Relying on the Workers' Cultural Palace to establish a creative base for employees' literature and art, encourage the creation of film and television works reflecting employees' lives and what employees are happy to enjoy, and promote new popular arts and culture under the Internet.
(3) Optimizing the structure of employee sports development. Innovate and build a national employee sports brand, consolidate and enhance sports activities with a deep foundation for the masses, such as badminton, table tennis, and workshop exercises, promote traditional sports such as tai chi, scientifically introduce emerging sports activities such as ice, snow, and outdoor activities, continue to launch convenient fitness activities such as “Work in the Workplace”, and encourage the holding of comprehensive employee sports events covering enterprises, industries, and regions.
(4) Innovate workers' cultural and sports activity scenarios. Meet the actual needs of workers, especially workers with new forms of employment, expand cultural and sports activities for new types of workers, such as nighttime, outdoor, social, parent-child, etc., and encourage the use of special spaces such as business districts, industrial ruins, parks and green spaces, red education bases, and movie screening venues to carry out immersive and interactive cultural experience activities.
(5) Deepen the integration of employees' cultural and sports activities. Integrate ideological and political leadership throughout employees' cultural and sports activities, embed trade union services, join cultural tourism, film, sports and other departments to host rich event formats, promote model worker spirit, labor spirit, and craftsman spirit through skill display, model worker exchange, on-site service, cultural tourism promotion, etc., and enhance the efficiency of trade union services and employees' sense of attainment.
(6) Consolidate service support for employees' cultural and sports activities. Guide enterprises and institutions to open their cultural and sports facilities to the public in an orderly manner. Relying on the “Workers' Home” app to create a “big culture and sports” cloud platform for employees, develop high-quality digital culture and sports content, and create a one-stop digital culture and sports service portal. Build a national employee culture and sports database, and formulate employee culture and sports standards.
(7) Optimize the environment for employees' cultural and sports consumption. Encourage an increase in the proportion of workers' expenditure on cultural and sports activities in trade union funds. Encourage the expanded use of trade union membership fees to carry out cultural and sports activities for employees. Promote collective negotiations between employers and employees on employees' cultural and sports activities and paid annual leave, and clarify provisions such as financial guarantees and schedule. Expand the scale of medical treatment and recuperation for employees, and encourage units and localities that are in a position to do so to increase subsidies for employees' medical treatment and recuperation from trade union funds. Trade unions at all levels are encouraged to increase the number of spring and autumn tours in line with actual practice, up to 4 times a year.
(8) Promote employees' cultural and sports consumption. Trade unions at all levels are encouraged to join forces with cultural tourism, film, sports and other departments to launch exclusive preferential cultural and sports products and services for employees, covering fields such as theatrical performances, watching movies, watching events, sports and fitness. Support all regions, relevant platforms, and cultural tourism enterprises to develop tourist attraction annual pass products in line with employees' cultural and sports needs and tourist attractions. Grassroots trade unions are encouraged to organize film screenings with the main theme in conjunction with the actual issuance of cultural tourism vouchers and movie vouchers, and support the establishment of the “Huigong Cinema Line”. Grassroots trade unions are encouraged to use membership fees to purchase cultural tourism products such as annual passes to tourist attractions in their province or region for their employees.
III. Organizational Guarantee
(1) Strengthen organizational leadership. Establish a work coordination mechanism led by the National Federation of Trade Unions, with the participation of the Ministry of Culture and Tourism, the National Film Administration, and the State Administration of Sports, to strengthen scheduling and guidance, promote the high-quality development of employees' cultural and sports work in an integrated manner, and further expand employees' cultural and sports consumption. (2) Strengthen team building. To strengthen the professional capacity building of employees in cultural and sports work, trade unions at all levels should work with cultural tourism, film, and sports departments to make good use of experts and human resources in the fields of literary and artistic creation, film and television creation, competition organization, etc., to organize and carry out training, and cultivate a key team of employees who understand professionalism, organization, and good service in cultural and sports work.
(3) Strengthen publicity and guidance. The four departments jointly released an innovative case of “Employee Culture and Sports to Promote Consumption”, stepped up publicity in mainstream central and local media, trade union media, relevant industry media and new media, widely reported on effective measures in employees' cultural and sports work, and created a good atmosphere for the whole society to care about and support participation in employees' cultural and sports work.
(4) Strengthen standardized management. Implement the spirit of the Eight Provisions of the Central Committee and its implementing rules, strictly abide by national laws and regulations and regulations governing the use of trade union funds, oppose formalism and bureaucracy, seek practical results, avoid extravagance and waste, and not increase the burden on the grassroots.
