Tighten the “supervisory network” to ensure that the whole process is controllable with transparent mechanisms and severe penalties. The new regulations establish an outsourced production reporting system, requiring that a record must be filed with the supervisory authority within a limited period of time after the contract relationship is established, changed, or terminated to achieve “sunny operation” throughout the process. At the same time, it is strictly required that the product label must clearly indicate the information of the entrusting parties, establish targeted penalties, and introduce a reverse inspection mechanism to severely punish subjective malicious acts, so that “branding” is no longer equivalent to an exemption from liability.
