The National Health Commission today issued the “Notice on Strengthening the Management of Continuous Medication Use by Residents”. The “Notice” provides policy support for establishing a scientifically standardized management mechanism for residents' continuous medication use and forming a fair, accessible, systematic, high-quality and efficient drug use service system. It mainly makes specific provisions in three areas. The first is to establish and improve multi-level management mechanisms. Expand the continuous medication management function for residents in the region according to the actual informatization construction of provinces, cities, counties and close medical consortia. The second is to promote the co-construction and sharing of medication information, which mainly includes prioritizing the adoption of national standards for data collection, recording residents' complete medication usage information, standardizing patients' individualized drug use management, establishing and improving regional drug use monitoring and analysis mechanisms, helping improve clinical pharmacy service capabilities, strengthening the supply of convenient and beneficial services, and establishing clinical medication feedback mechanisms. The third is to standardize the management of the entire process of continuous medication use by residents. It mainly clarifies the management responsibilities of health administration departments at all levels and hospitals led by close medical consortia. The “Notice” requires health administration departments and medical and health care institutions at all levels to strictly implement the cybersecurity level protection system and data security management system, clarify security risks and responsibilities, and implement the minimum necessary authorization principle.
