The provincial defense office organized meetings with departments of meteorology, water conservancy, natural resources, housing and construction, agriculture and rural areas to predict that super-alert and super-protected floods may occur in the Jilin section of the Songhua River, the Dongliao River, the Huifa River, the Yinma River, the Yitong River, and the Lalin River. The risk level of flood disasters such as flash floods, geological disasters, farmland flooding, and urban flooding is high. According to the relevant provisions of the “Emergency Plan for Flood Control and Typhoon Prevention in Jilin Province”, the Provincial Defense Bureau decided to upgrade the level 4 emergency response for flood control in Jilin Province to a level 3 emergency response for flood control and typhoon prevention at 22:00 on July 10.
