Guiding Opinions on Promoting the High-Quality Development of Internet Infrastructure Resources

Resources such as IP addresses, domain names, autonomous region numbers, network identifiers, etc., and their service facilities are the basic guarantee for the safe and stable operation of the Internet. In order to promote the high-quality development of China's Internet infrastructure resources, shape new momentum and advantages for Internet development, and empower the construction of a cyber power and digital China, this guidance has been formulated.

I. General Requirements

Adhere to Xi Jinping's ideology of socialism with Chinese characteristics in the new era, thoroughly implement the spirit of the 20th National Congress and 20th Plenary Session of the Party, fully and accurately implement the new development concept, accelerate the construction of a new development pattern, coordinate development and security, systematically promote theoretical innovation, technological innovation, and institutional innovation, strengthen basic Internet theoretical research and key core technology research, ensure the high-quality supply of Internet infrastructure resources, and accelerate the construction of modern application service systems, management systems and coordination systems, providing solid support for promoting new industrialization and developing new quality productivity.

2. Coordinate the construction of the country's scientific and technological strength to enhance basic innovation capabilities

(1) Strengthen basic theoretical research. Accelerate cutting-edge theoretical innovation of the Internet, strengthen the strategic and forward-looking layout of basic research, combine next-generation information technology such as artificial intelligence, quantum communication, blockchain, and the development of new scenarios and new business formats such as smart internet networks and satellite internet, and systematize theoretical innovation research on the core mechanism, underlying architecture, communication protocols, resource forms, security protection, etc., explore innovative development directions, expand service models and functional boundaries, and lay the theoretical foundation for the evolution of the Internet to a more intelligent, efficient, secure, ubiquitous, and integrated direction.

(2) Break through key core technologies. Strengthen Internet science and technology innovation plans, promote the implementation of relevant national key research and development plans and major national science and technology projects, strengthen original technological innovation, carry out innovative technology research integrating artificial intelligence, blockchain, distributed signage and other technologies with basic Internet resources, and break through key technologies such as dynamic network optimization, intelligent resource scheduling, and secure data interaction. Strengthen IPv6 technology system innovation to solve key issues such as protocol compatibility and high-performance transmission. Break through key technologies such as satellite Internet giant constellation networking, fast route switching, and reliable transmission and anti-interference. (3) Build a strong platform for innovation and development. Deepen the cultivation and construction of innovative platforms in basic Internet fields such as architecture, network intelligence, and trusted security, strengthen basic and forward-looking research and testing, and form more original results “from 0 to 1”. Encourage enterprises, scientific research institutions, universities, etc. to form Internet infrastructure resource innovation and development alliances, smart Internet network collaborative innovation consortia, etc., to accelerate the transformation and ecological construction of key common technological achievements such as heterogeneous network integration and multi-agent interaction, and promote the deep integration and development of technological innovation and industrial innovation.

(4) Deepen the construction of a standard system. Strengthen the evaluation of standards in the fields of IP addresses, domain names, routes, etc., and standard transformation of innovative achievements, and enhance the scientific nature and coordination of standards. 3. Implement infrastructure shortfalls and expand new projects to strengthen support for sustainable development

Explore the construction of intelligent Internet network infrastructure with unified communication protocols, data interaction standards, and interface specifications for typical scenarios such as intelligence and agents, agents and external tools, and smart devices and front-end applications. Strengthen smart device connectivity and promote a leap forward in the ability to achieve the collaborative development of smart device technology from single-point application to networked collaborative development. Strengthen supporting planning and construction of new infrastructure such as satellite Internet, speed up the implementation of typical scenarios, and steadily expand the scope of application. Explore the construction of digital identity service facilities. Promote the integrated development of industrial Internet logo analysis systems and domain name systems.

4. Implement basic resource safety and security projects to establish a solid foundation for safe development

Ensure an adequate supply of IP addresses, strengthen the application and use of IPv6 addresses, formulate IPv6 address development plans, and improve the efficiency of IP address utilization. Promote the establishment and use of new generic top-level domain names in an integrated manner to ensure the secure supply of domain names. Reasonably plan to apply for an Autonomous Region Number (ASN) to improve the connectivity capabilities of autonomous region networks. (8) Ensure the safe operation of resources. Formulate operational safety management standards for basic Internet resources, clarify hierarchical classification security protection requirements for the whole process of resource application, use, distribution, etc., and the main responsibility for enterprise security, and strengthen resource operation safety protection. Improve the catalogue of critical information infrastructure related to Internet infrastructure resources, and strengthen operational security guarantees for “.CN” national top-level domain names, etc. Strengthen basic resource data security management, and implement requirements such as important data identification, catalog filing, hierarchical protection, and risk assessment. Strengthen the development and application of intelligent network operation and maintenance technology, and improve the level of automation and intelligence of operation and maintenance.

(9) Strengthen resource risk monitoring. Strengthen security monitoring of basic Internet resources, combine artificial intelligence, big data and other technologies to improve the ability to collect and quickly analyze massive data such as IP addresses, domain names, and routes, improve and improve the security risk information base, and form accurate risk detection and real-time warning capabilities. Establish and improve cross-departmental, cross-sector, and multi-level collaborative monitoring and sharing mechanisms to achieve comprehensive monitoring and discovery of risk information and prevention and response for the entire system. (10) Strengthen emergency treatment of resources. (12) Strengthen scene service support. Strengthen the “Internet, Internet of Things, Digital Connectivity, and Intelligent Connectivity” service support capabilities. Aiming at the “Internet connection” scenario, it accelerates the optimization of functions such as addressing and switching, and supports the integrated development of high-speed ubiquitous network facilities integrating space, earth and sea. Facing the “Internet of Things” scenario, it enhances the ability to connect massive heterogeneous devices and collect and analyze identification information, and supports the provision of accurate and standardized basic data. Aiming at the “digital connection” scenario, enhance the ability to support trusted transmission and interaction of data across fields and levels, and accelerate data sharing and utilization. Facing the “smart connection” scenario, promote the organic integration of underlying technology agreements and scenarios, and support the construction of an artificial intelligence industry ecosystem.

6. Establish a complete and efficient supervision and management system to raise the level of comprehensive management

7. Establish a pragmatic and proactive international cooperation system to raise the level of open development

Strengthen the development of complex talents with an international perspective, familiar with international rules, and master professional skills, and support and encourage relevant personnel to assume positions in international organizations, especially in emerging fields. Enhance the international operation capabilities of relevant domestic organizations, and attract the participation of a wide range of scientific research institutions, enterprises, experts, etc.

(16) Actively participate in global governance. Increase participation in the formulation of international policies and rules for Internet infrastructure resources, enhance the ability to actively set topics, and continue to promote the establishment of a more just and rational global Internet governance system. Strengthen the development of international standards and enhance the ability to lead technological innovation. Promote the construction of international organizations in emerging fields, and build a platform for exchanges and cooperation in various fields such as technical standards, application construction, industry cultivation, and global governance. Relying on the international governance mechanism for basic Internet resources, we will strengthen cooperation with the “Belt and Road” countries to promote innovative application and promotion of network resources to promote regional connectivity and common governance.

8. Safeguard measures

All relevant departments have strengthened coordination of work, strengthened collaborative cooperation and resource integration, and formed joint efforts. All local authorities strengthen work links and promote the implementation of key tasks in line with actual practice.
