Three departments, including the Ministry of Industry and Information Technology, the Ministry of Finance, and the State Administration of Taxation, recently jointly issued a notice to coordinate policies related to technology-based enterprise incubators. Clarify that the competent departments of incubators in each province should promote the upgrading and development of former national incubators in accordance with the requirements of the “Ministry of Industry and Information Technology Incubators Management Measures”, support them to improve their service capabilities, and guide them to meet standards; at the same time, organize and complete the work related to the application of standard and excellent incubators according to requirements. From May 1, 2026 to December 31, 2027, standard and excellent incubators certified by the Ministry of Industry and Information Technology will apply the tax policy in the “Notice on Continuing Implementation of Tax Policies Related to Technology Enterprise Incubators, University Science and Technology Parks, and Creative Spaces”.
