On July 17-20, the 2026 World Artificial Intelligence Conference and High-Level Conference on Global Governance of Artificial Intelligence was held in Shanghai. Gao Wen, director of the Pengcheng Laboratory and an Academician of the Chinese Academy of Engineering, discussed the three stages of the development of China's computing power network at the conference's “Future Computing/Future Computing Power” forum. Gao Wen said that the first stage is the gathering of computing power resources. Currently, 70% of the tasks in this phase have been completed, and 70% of the country's computing power resources have been included in a unified database updated in real time. The database is provided to the National Data Administration for use, and the operating status of each computing power center can be displayed in real time. The second stage may be to carry out collaborative computation for specific user groups based on the convergence of computing power. For example, within some manufacturers or among friends and merchants, it will be temporarily closed to the general public. This stage will continue for several years. The computing power network will only open up to the public and enter the third phase after the second phase of operation is mature and the supporting billing and management are in place. Gao Wen pointed out that the first phase is 70% complete, and the second phase is expected to take about five years to advance, while the full implementation of the third phase will not take three to five years; it may take ten or twenty years.
