Answer: In order to ensure the implementation of various goals and tasks, the “Plan” adheres to the combination of an effective market and a promising government to improve the policy system and long-term mechanism for the high-quality development of renewable energy in terms of laws and regulations, development mechanisms, market mechanisms, and factor guarantee mechanisms.

The first is to improve renewable energy development laws and regulations. Promote the speedy revision of the Renewable Energy Law to further forge consensus, break down institutional barriers, improve the important institutional design for the high-quality development of renewable energy under the new stage of full marketization, publicize and implement the Renewable Energy Law, and provide strong legal guarantees for the high-quality development of renewable energy during the “15th Five-Year Plan” and beyond.

The second is to optimize renewable energy development mechanisms. Improve renewable energy consumption promotion mechanisms and implement the minimum share target for renewable energy consumption.
