The “Plan” clarifies multiple tasks in terms of energy layout, industrial innovation, etc., to promote the expansion of the scale, expansion of scenarios, and quality of renewable energy in China. The “Plan” proposes to further optimize the “Three North” wind power photovoltaic base, offshore wind power, water and landscape integration, and distributed new energy layout. During the “15th Five-Year Plan” period, the “Three North” wind power photovoltaic base added more than 370 million kilowatts of installed capacity, and an additional 100 million kilowatts of offshore wind power construction across the country. Promote breakthroughs in non-electricity use of renewable energy, actively develop green hydroammonia alcohol and wind heating, promote diversified and efficient use of biomass energy, and comprehensively raise the level of renewable energy consumption. In addition, the “Plan” also proposes to expand renewable energy technology and industrial advantages, strengthen technological innovation research and industrial chain supply chain construction, and enhance the market-based operation capacity of new energy power plants. On this basis, it is necessary to improve the policy system and long-term mechanism for the high-quality development of renewable energy in terms of laws and regulations, development mechanisms, market mechanisms, and factor guarantee mechanisms.
