The signing ceremony of the “Victoria Hong Kong Link Innovation and Technology Fund” was held in Hong Kong on the 30th. The first batch of 9 Shanghai-Hong Kong science and technology innovation reserve projects was officially unveiled. This is the first fund established by the HKSAR Government in cooperation with mainland institutions under the HKSAR Government's “Innovation and Technology Venture Capital Fund” optimization plan. The “Victoria Hong Kong Link Innovation and Technology Fund” has a total size of HK$600 million, with Shanghai State-owned Capital Investment Co., Ltd. as the cornerstone investor, CITIC Capital as the manager, BOC International and Taiping Asset Management as co-managers, and the Hong Kong Special Administrative Region Government's “Innovation and Technology Venture Capital Fund” as limited partners. The HKSAR Government established the HK$2 billion “Innovation and Technology Venture Fund” in 2017 to encourage more venture capital funds to jointly invest in local innovation and technology startups. The 2024 Policy Address proposes to optimize the “Innovation and Technology Venture Capital Fund” and allocate HK$1.5 billion to establish a joint fund in the form of matching with the industry to invest in startups in strategic industries. At the signing ceremony, Sun Dong, the Secretary for Innovation, Technology and Industry of the Hong Kong Special Administrative Region Government, said in his speech that the “Innovation and Technology Venture Capital Fund” optimization plan uses a 1:3 allocation model between the government and the market, and has received over 60 fund applications since its launch. He believes that the “Innovation and Technology Venture Capital Fund” optimization plan is to organically combine the government with an efficient market, leverage patient capital to cultivate new productivity; support startups in the three major strategic industries to accelerate commercialization; join forces with strong capital to help startups “go global” and use the Internet to help Hong Kong enterprises explore the market.
