According to the “Zhejiang Flood Control and Drought Relief Emergency Plan” and the “White Dolphin” defense work plan for typhoon No. 13, after investigation and consultation, the Provincial Defense Bureau decided to upgrade the typhoon emergency response to level III at 12:00 on August 7.
