Recently, the Fujian Provincial Development and Reform Commission and the Fujian Energy Regulatory Office issued the “Fujian Provincial Virtual Power Plant Construction and Operation Management Measures” to guide the entire process of virtual power plant construction and operation, market transactions, system access, and safety control in the province. The Measures stipulate construction and access management, capability testing management, transaction and settlement management, operation and safety management, and organizational security. According to the requirements for participating in market transactions, the “Measures” divide virtual power plants into two major categories: power generation type and load type. Among them, power generation virtual power plants mainly aggregate resources such as distributed power sources and distributed energy storage from full Internet access and spontaneous surplus electricity grids; load-type virtual power plants mainly aggregate resources such as adjustable loads. The same operator can simultaneously build multiple power generation virtual power plants and load virtual power plants. The “Measures” clearly state that the virtual power plant construction and operation process includes qualification review, system access and commissioning, capability testing, file management, operation monitoring, etc., and clearly defines implementation standards for each step. The “Measures” suggest that virtual power plant operators can participate in the medium- to long-term electricity, spot, and auxiliary service markets as independent operators after meeting the relevant regulations on electricity market registration in Fujian and the corresponding market entry requirements. Virtual power plant operators should continue to strengthen capacity building for aggregated resource regulation, focusing on improving the level of accurate regulation of distributed power supplies and energy storage, and strengthening the ability to respond quickly and in real time to resources such as adjustable loads.
