The reporter learned from the press conference of the Standing Committee of the People's Congress of the Xinjiang Uygur Autonomous Region on the 11th that the local regulations “Xinjiang Uygur Autonomous Region Cotton Quality Promotion Regulations” formulated for the high-quality development of the cotton industry were officially implemented on July 1. Mai Liyan Simayi, Deputy Secretary General of the Standing Committee of the People's Congress of the Xinjiang Uygur Autonomous Region and press spokesman, explained that the regulations consist of six chapters and 37 articles, covering the quality improvement of the entire cotton cultivation, harvesting, acquisition, processing, sales and storage industry chain, and elevate effective practices such as notarial inspection, target price policies, in-stock public inspection, and full-chain quality traceability into a regulatory system, which is of great significance in improving the quality level of cotton in Xinjiang, driving people of all ethnic groups to increase income and become rich, and maintaining the safety and stability of the cotton textile industry chain supply chain. According to reports, Xinjiang is the largest production base for high-quality cotton in China. In 2025, cotton production in Xinjiang accounts for 92.8% of the country's production.
