Today, at the Conference on Disarmament in Geneva, the United States and other countries issued a joint statement on the so-called “Ballistic Missile Launch Notice”, unfounded accusing China of the submarine-launched intercontinental ballistic missile test carried out in July. China has carried out only three intercontinental missile tests so far, the fewest number of tests among the five nuclear powers. The United States is the country with the highest number and most frequent intercontinental missile tests in the world. It invests heavily in the construction of nuclear forces by “breaking the Treaty” and “extending deterrence” arrangements, posing a serious threat to international peace and security. The United States has failed to earnestly fulfill its responsibility to report missile tests, and is not in a position to take full responsibility for China's act of good faith that was notified in advance. Ambassador Li Chijiang stressed that China has always adhered to the path of peaceful development, followed a strategy of self-defense and nuclear defense, always maintained its nuclear forces at the minimum level required for national security, and did not participate in any kind of nuclear arms race. China's nuclear power is an indispensable force for deterring nuclear war and maintaining world peace and security and global strategic stability. China's legitimate and reasonable national defense modernization drive is unquestionable. China urges the US side to reflect on itself and do more things that are truly beneficial to world peace and stability.
