The International Organization for Standardization and the International Electrotechnical Commission recently jointly issued the international standard “Information Technology Smart City Data Utilization Part 1: Framework”. The international standard was jointly formulated by experts from South Korea, Canada, Japan, Australia, Germany, Kazakhstan, Zimbabwe, and Mexico, with experts from 11 countries including South Korea, Canada, Japan, Australia, Germany, Kazakhstan, Zimbabwe, and Mexico. It is another landmark achievement China has achieved in the field of international standardization of smart cities, providing a top-level framework for building a consensus on the use of global smart city data. This international standard establishes a unified framework for smart city data utilization for the first time. The system defines the core characteristics and connotations of smart city data utilization from the five major aspects of data usability, data usability, data utilization, and data empowerment. By treating smart city data utilization as an organic whole, breaking through the limitations of a single perspective, it effectively fills the gap in comprehensive international standards in this field. Smart city data utilization is a key production factor driving cities from “experience management” to “data governance.” By leveraging the superposition and multiplication effects of data elements, it can strongly drive the modernization of urban governance systems and governance capabilities, and provide a core engine for advancing the digital transformation of the entire city and consolidating the foundation for building a digital China. The publication and implementation of this international standard will activate the core value of data as a strategic resource and asset for cities, promote efficient, sustainable, comprehensive and innovative use of data, give full play to the role of data as a basic resource and innovation engine, promote refined urban governance and service upgrading, and provide a unified technical reference for global smart city data utilization.
