Premier Li Qiang of the State Council recently signed a State Council Decree promulgating the “Decision of the State Council on the Amendment and Abolition of Certain Administrative Regulations”, which will take effect on August 15, 2026. In order to fully and effectively implement the Ecological Environment Code of the People's Republic of China and ensure the logical unification of the ecological environment legal system and coordination of rules, the State Council has cleaned up the relevant administrative regulations, decided to amend some provisions of 12 administrative regulations, and abolish 3 administrative regulations. Amend administrative regulations such as the “National Pollution Source Survey Regulations” and “Ecological Environment Monitoring Regulations”. The laws cited in the relevant administrative regulations will be abolished on the day the Ecological Environment Code comes into effect on August 15 this year, and the names of the laws quoted will be uniformly revised to the Ecological Environment Code; if the provisions of the relevant administrative regulations on specific matters such as legal liability are inconsistent with the Ecological Environment Code, they will be amended accordingly in accordance with the provisions of the Ecological Environment Code. Abolish administrative regulations such as the “Regulations of the People's Republic of China on the Prevention of Pollution Damage to the Marine Environment by Land-based Pollutants” to better adapt to the new requirements of high-quality development and the construction of ecological civilization.
