After the official implementation of the new Civil Aviation Law in 2026, the process of opening up domestic low-altitude airspace accelerated markedly. On August 10, the Gaogong Industrial Research Institute released an industry insight report stating that the low-altitude industry will follow the development path of first freight, later carrying people, first remote suburbs and later urban areas, first piloting, and then rolling out nationwide. The freight eVTOL will take the lead in large-scale mass production, and the upstream supporting low-altitude lithium battery circuit will simultaneously usher in long-term growth opportunities. 2029-2035 may become a golden cycle for the rapid development of the entire low-altitude economy industry. There is a clear and uniform definition of eVTOL in the industry. This type of aircraft relies on electricity as the driving force, is equipped with 3 or more independent distributed motor rotors, and can complete vertical take-off and landing operations. The general judgment standard is that the maximum take-off weight is not less than 150 kg. At this stage, most of the models that can be shipped in small batches only support round-trip operations at the same point. They are mainly divided into two major types: heavy-duty lifting and manned sightseeing. Cross-regional cargo flights are still in the pilot exploration stage. After the implementation of the new version of the “Civil Aviation Law” on July 1, 2026, cross-point low-altitude airspace control was liberalized in an orderly manner, and the pace of industry development was clearly defined. Only after the cargo eVTOL operation model has been verified and matured in the market will airspace use rights for manned cross-regional flights be gradually liberalized.
