According to Russia's “Kommersant” quoting people familiar with the fuel market, Russia may face a new round of fuel shortages in September due to planned maintenance of several large Russian refineries and the Naftan refinery in Belarus. The report quoted industry sources as saying that between July 20 and August 12, the amount of gasoline delivered by Belarus to Russia by rail dropped to 21,000 tons; from June 22 to July 17, this value was 165,000 tons. During the same period, diesel exports from Belarus to Russia also fell from 115,900 tons to 8,500 tons. The overhaul of the Naftan refinery may have an impact on consumers in Russia's Volga region, while reducing the supply available to traders and independent gas stations. Planned maintenance of refineries in Russia, including TAIF, will further increase supply pressure in September; in addition, attacks on refineries are still an unpredictable risk. Maritime fuel from India can make up for the reduction in supply in Belarus to a certain extent, but “Kommersant” said that part of the supply will probably supply gas stations owned by vertically integrated oil companies rather than entering the exchange market. The report cites data from CDU TEK as showing that as of August 12, AI‑92 and AI‑95 gasoline retail prices have increased 7.4% since the beginning of the year, while retail prices of diesel have risen 12.1%.
