The Hong Kong ICAC sues the then manager of the Hong Kong Securities Regulatory Commission for allegedly dishonest access to internal information systems

The Zhitong Finance App learned that the Hong Kong Independent Commission against Corruption sued a then-manager of the Hong Kong Securities and Futures Commission (Hong Kong Securities Regulatory Commission) in the August 16 case, accusing her of dishonest access to the Hong Kong Securities Regulatory Commission's internal information system, which involved licensees and confidential information investigated by the Hong Kong Securities Regulatory Commission. The case was arraigned in the Eastern Magistrates' Court on August 17.

Carrie Tong, 39, the current manager of the Hong Kong Securities Regulatory Commission's Regulatory Enforcement Department, is charged with 12 counts of using a computer for the purpose of dishonestly benefiting herself or others, in violation of section 161 (1) (c) of the Crimes Ordinance.

The charge alleges that the defendant illegally used the Hong Kong Securities Regulatory Commission's internal information system between December 2020 and December 2024 with the aim of dishonestly benefiting the defendant or others.

The investigation by the Hong Kong ICAC revealed that during the incident, the defendant was suspected of checking the data of 10 persons and commercial institutions 12 times in the Hong Kong Securities Regulatory Commission's internal information system. The defendant was working for the Corporate Misconduct Group at the time and was mainly responsible for fraud investigations involving listed companies. The information the defendant checked 12 times had nothing to do with his position or the case he was responsible for the investigation.

The Hong Kong ICAC and the Hong Kong Securities Regulatory Commission conducted a joint investigation earlier and maintained close cooperation during this period. The Hong Kong Securities Regulatory Commission later fired the defendant. The relevant corruption investigations by the Hong Kong ICAC are continuing.
