Recently, the National Energy Administration held a video conference scheduling for the National Renewable Energy Electricity Development and Construction Month (July). Wan Jinsong, member of the party group and deputy director of the National Energy Administration, attended the meeting and delivered a speech.
The conference summarized the overall situation of renewable energy development in the country in the first half of the year, listened to the implementation of opinions and suggestions put forward by the June dispatch meeting, analyzed the situation and problems facing renewable energy development, and put forward requirements for the next steps.
The conference pointed out that in the first half of 2026, China's new energy and renewable energy development generally maintained a steady trend. The installed capacity of renewable energy power generation reached 2,455 billion kilowatts, accounting for 60.7% of the country's total installed power capacity. Of these, wind power photovoltaic power generation installations (about 1.95 billion kilowatts) accounted for nearly half, and the installed capacity of solar power generation was basically the same as that of coal-fired power generation. From January to June 2026, 117 million kilowatts of renewable energy were added, accounting for 73.9% of the total installed capacity; the power generation capacity was 1.96 trillion kilowatt-hours, accounting for 41.2% of the country's total power generation. Among them, wind power photovoltaics generated a total of 1.25 trillion kilowatt-hours, accounting for 24.6% of the electricity consumption of the entire society. The role of renewable energy in securing supply and promoting transformation is becoming more and more obvious.
The conference emphasized the need to fully understand that China's new and renewable energy development has fully entered a new stage of high-quality development. Facing the new situation and new requirements, it is necessary to firmly carry out three areas of work to achieve a good start to the “15th Five-Year Plan”. The first is to make a solid effort to implement plans and policies. All units should make every effort to implement the “15th Five-Year Plan” new energy system construction plan, renewable energy development plans, and various policies already in place, such as green certification transactions, new energy entry into the market, zero-carbon parks, and direct green power connections. When formulating plans and policies, local energy authorities should strengthen links with national plans and policies, break down development goals, refine implementation measures, and carry out the construction of major projects.
Second, do a solid job of expanding the consumption of green electricity and promoting the consumption of new energy sources. Local energy authorities should fully implement the requirements of the “Minimum Renewable Energy Consumption Target and Renewable Energy Electricity Consumption Responsibility and Weighting System Implementation Measures”, work with departments such as industry, information, housing and construction, transportation and other departments to prepare consumption implementation plans, organize key energy use industries in the region to achieve consumption targets, strengthen monitoring, assessment and policy promotion, consolidate the green consumption responsibilities of all parties, calculate basic accounts, economic accounts, and strategic accounts, take into account reasonable project returns and system operating costs, and scientifically formulate new energy utilization targets. We must insist on using large power grid consumption as the main focus, promote direct connection of green electricity, integrated source grid load storage, non-electricity and non-grid consumption according to local conditions, and take more measures to raise the level of new energy consumption.
The third is to do a solid job in project development and construction. All units should speed up the construction of large-scale wind power photovoltaic base projects, and at the same time comprehensively promote the development and construction of offshore wind power, onshore centralized wind power photovoltaic, photothermal, and distributed new energy projects, speed up preliminary work, push for early commencement of construction, and form a physical workload.
