In accordance with the general requirements of the “Outline of the Fifteenth Five-Year Plan for National Economic and Social Development of the People's Republic of China” and the “Fifteenth Five-Year Plan for the Construction of a New Energy System”, we have formulated the “Fifteenth Five-Year Plan for Oil and Gas Development” to accelerate the high-quality development and high level of safety in the oil and gas industry. “Fifteenth Five-Year Plan” for oil and gas development

Oil and gas are important basic energy sources and industrial raw materials, and are related to energy security and the national economy and people's livelihood. The “15th Five-Year Plan” period is a critical period for basic socialist modernization, consolidating the foundation and making comprehensive efforts. It is an important stage in the transformation and upgrading of the oil and gas industry. In order to clarify the development direction and key tasks of China's oil and gas industry in the next five years, this plan was formulated based on the “Outline of the 15th Five-Year Plan for National Economic and Social Development of the People's Republic of China” and the “Fifteenth Five-Year Plan” for the construction of a new energy system.

I. General Requirements

Adhere to Xi Jinping's ideology of socialism with Chinese characteristics in the new era, thoroughly implement the spirit of the 20th National Congress and 20th Plenary Session of the CPC, earnestly implement the Fourth Plenary Session deployment, fully, accurately and comprehensively implement the new development concept, thoroughly implement the “Four Revolutions, One Cooperation” new energy security strategy, actively and steadily promote and achieve a peak in carbon consumption, and make greater contributions to safeguarding the country's energy security, building a strong energy country and a new energy system.

Anchoring the two major tasks of ensuring energy security and green and low-carbon development, we will gradually build a modern oil and gas industry system with “continuous enhancement of autonomous support capabilities, efficient connection of pipeline networks, sufficient flexibility in reserve regulation, green and low-carbon production methods, stable and efficient operation, high-end and high-quality processing and utilization, independent breakthroughs in technological level, and flexible and diverse international cooperation”. Achieve “five continuous improvements” — continuous improvement in energy security and security capabilities, continuous improvement in total domestic oil and gas production, full completion of the “national network”; continuous improvement in the level of international cooperation, improvement of flexible and diversified import systems, continuous expansion of areas of cooperation, continuous enhancement of risk response capabilities; continuous improvement in the effectiveness of green and low-carbon transformation, sharp reduction in industry carbon emission intensity, deep integration of oil and gas with multi-energy development, and significant improvement in the level of cleaning; technological innovation capabilities continue to improve, breakthroughs in key core technologies, significant increases in equipment localization rate, digitalization Intelligence is being promoted comprehensively; the vitality of the oil and gas market continues to improve, market-based reforms are being advanced in depth, management systems are more perfect, and people's livelihood and energy use are better guaranteed.

In 2030, the domestic oil and gas supply will be 440 million tons of oil equivalent ①, 20,000 kilometers of oil and gas pipelines will be added, and the scale of the national oil and gas long-distance pipeline network has reached 220,000 kilometers. The scale of natural gas reserves continues to grow, accounting for more than 13% of the country's consumption. The capacity of liquefied natural gas receiving stations is 200 million tons/year, and carbon dioxide capture and storage/carbon dioxide capture, utilization and storage (CCS/CCUS) will inject 10 million tons of carbon dioxide per year.

2. Increase oil and gas exploration, development, storage and production, and consolidate the independent supply of “ballast stones”

(1) Strengthen exploration and consolidate the resource base

Strengthen detailed exploration of the resource potential of old regions in the east, centralized exploration of the central west and sea areas, and risk exploration in new fields in new regions. Maintain the peak trend of reserve growth, ensure that the oil reserve succession rate remains above 1, and strive for a higher natural gas reserve replacement rate.

Continue to increase exploration of conventional resources in key oil and gas basins such as Ordos, Bohai Bay, Sichuan, Tarim, Songliao, and Junggar, and exploration of deep ultra-deep marine carbonate rocks in the Tarim and Sichuan basins. Promote basins such as Songliao, Bohai Bay, Ordos, Junggar, and Sichuan

The basin continues to increase storage, and the Junggar Basin is breaking through at an accelerated pace. The three major sea areas of the Bohai Sea, the East China Sea, and the South China Sea focus on promoting exploration of Qianshan, stratigraphic lithology, deep water, and marginal depression.

(2) Strike for a steady rise in crude oil production and continuous increase in natural gas production

Maintain the intensity of development investment to support new production capacity. Accelerate large-scale development of deep ultra-deep oil and gas. Promote breakthroughs in unconventional oil and gas, accelerate the utilization of reserves, development and production, and achieve large-scale efficient development of shale oil, shale gas, and deep coalbed methane. Implement an offshore oil and gas upgrade project to push the equivalent of offshore oil and gas production to 100 million tons. Implement ballast stone projects for old oil and gas fields to promote long-term stable production in old oil fields such as Daqing and Shengli. Do a good job in efficient construction and production in the new area, and promote the speeding up production of new oil fields such as Bayan and Jilantai.

(3) Focus on the construction of an oil and gas strategic support base

Establish strategic oil and gas support bases in Ordos, Bohai Bay, Sichuan and Chongqing, Tarim, Songliao, Junggar, and Qaidam basins to support the completion of domestic oil and gas production targets.

Column 1 Oil and gas strategic support base

1. Ordos Basin oil and gas strategic support base. Promote the construction of crude oil production capacity projects such as Huaqing, Jiyi, Qingcheng, and Wuding shale oil, and natural gas production capacity projects in Sulige, Jingbian, Yulin, Shenmu, Dagudi, Dongsheng, Gaoxian, Yan'an, Yanbei, Zhongshan, Mengshan, and Danning-Ji counties.

2. Bohai Bay Basin oil and gas strategic support base. Promote the construction of production capacity projects such as Liaohe Overseas River/Jing'an Fort, Baoding in North China, Xiliu-Gaoyang, Shulu, Suning/Dawangzhuang, Dagang Zaoyuan/Wangguantun, Nangang, Xinhua, Cangdong, Qikou, Minfeng, Lijin, Guanxi, Leijia, Niuzhuang, Boxing, Kenli 9-1, Penglai 19-3, Kendong Beach, etc., and accelerate the construction of the second phase capacity project for the Bozhong 19-6 gas field and strengthen the connection between processing terminals and offshore oil and gas field facilities.

3. Sichuan and Chongqing oil and gas strategic support base. Conventional gas promotes the construction of gas field production capacity projects such as Anyue, Penglai, northeastern Sichuan, and western Sichuan; compact gas completes the construction of production capacity projects in Shaxi Temple, East Sichuan, Shunan, Western Sichuan and North Sichuan; shale gas accelerates the construction of production capacity projects in Luzhou, Yuxi, Yongchuan, Dingshan, Zhaotong, etc., and evaluates production of new layers such as the Yuzhu Temple Group and Wujiaping Group; crude oil development focuses on the construction of production capacity projects in northeastern Sichuan and the Fuxing region.

4. Tarim Basin oil and gas strategic support base. Crude oil promotes the construction of production capacity projects such as Fuman, Halahatang, Shunbei, and Tahe, while natural gas promotes the construction of production capacity projects in Bozi-Dabei, Tianshan South, and Kubai regions.

5. Songliao Basin oil and gas strategic support base. Crude oil is doing a good job in the construction of production capacity projects such as Nagagaki, the periphery of Changyuan, southern Songliao, and Gulong shale oil, and natural gas is driving the construction of production capacity projects such as Xushen.

6. Junggar Basin oil and gas strategic support base. Crude oil promotes the construction of production capacity projects such as Mahu Lake, Zhongjia, Jimsar shale oil, and Chunfeng heavy oil in the Zhunxi Rim; natural gas promotes the construction of production capacity projects such as Karamei; and accelerates the evaluation of natural gas in new regions such as the South Rim and the Shawan Depression.

7. Qaidam Basin oil and gas strategic support base. Crude oil implemented the construction of production capacity projects such as Gas-Yuejin, Yingdong, Gass, and Kunbei, and natural gas promoted the construction of production capacity projects at the Shibubei gas field.

8. Strategic oil and gas support base in the northern part of the South China Sea. Crude oil is good at building production capacity projects in complex oil fields such as the Weizhou Oilfield, and natural gas is promoting the construction of production capacity projects in Dongfang, Ledong, and Formosa.

3. Improve infrastructure construction to improve pipeline network safety, resilience and operational efficiency

(4) Support high-quality development of oil and gas and green fuels

Based on China's oil and gas supply and demand pattern, coordination of international and domestic resources, coordination of inter-provincial and intra-provincial planning, integration of new trunk lines with provincial networks, integration of oil and gas with hydroaminol storage and transportation systems to build a “national network” that is “moderately advanced, economically efficient, regionally balanced, connected, green, low-carbon, safe and stable”, providing solid infrastructure support for the high-quality development of oil and gas and green fuels.

(5) Consolidate oil and gas strategic channels

Build the Heihe-Daqing-Changling, Hulin-Changchun-Shijiazhuang, and the second Sichuan gas transmission line, etc., and build a “cross-shaped” backbone channel in central China. Construction of the West-East Gas Pipeline Line 4 (Wuqa-Turfan section) and the West-East Gas Pipeline Line 5 will commence in due course. The plan is to launch a new channel for Sichuan gas to the south to study and verify the Qinzhou-Chongqing crude oil pipeline.

(6) Fully build a “national network” for oil and gas

Promote the construction of the Qiongguang gas pipeline and end the history of isolated network operation in Hainan. Accelerate the construction of Lianyungang to Yizheng crude oil pipelines, natural gas pipelines such as Wen23 to Anqing, and external pipelines for liquefied natural gas receiving stations such as Beihai. Support the upload of natural gas, coal-to-gas, and coalbed methane into the national trunk line pipeline network, and build the Zhundong coal-to-gas upload pipeline and the Yuncheng-Sanmenxia pipeline. Support the relocation and renovation of old pipelines, and explore the storage and reuse of old pipelines on the premise of ensuring safety. Accelerate the optimization of sequential transportation of various types of refined oil products, speed up exploration of decabeled transportation of the same oil type media in regions where conditions are available, and increase the load rate and resource intake of refined oil products pipelines. Improve the level of connectivity of coastal crude oil handling pipelines.

(7) Promote the construction of provincial pipeline networks and direct supply pipelines in an orderly manner

Strengthen inter-provincial and intra-provincial planning collaboration, and strengthen the connection and implementation of provincial and sub-provincial plans with national pipeline network construction plans. Factors such as regional economic development, resource endowments, and market supply and demand are taken into account in an integrated manner, provincial pipeline networks are scientifically laid out, the gas supply coverage of the pipeline network is enhanced, and the gas supply guarantee capacity of key cities is enhanced. Strengthen the collaborative layout of gas power generation, large-scale industrial projects, national trunk lines, and provincial pipeline networks, and support the implementation of direct supply and direct sales to major users such as key industrial parks, large enterprises, and gas power plants on the premise of prioritizing the use of existing facilities such as urban combustion, to reduce gas supply levels and reduce gas consumption costs.

(8) Coordinating the promotion of new business formats and distribution layout

Promote the construction of the Ulanqabu-Beijing-Tianjin-Hebei hydrogen pipeline, and simultaneously improve technical standards and specifications for pure hydrogen pipeline transportation. Explore the use of low-load refined oil pipelines such as Fujin, Jinzheng, Lanzhengchang, and Ulan lines to transport methanol. Downstream users such as pipeline transportation companies and industrial power generation are supported to test hydrogen mixed transportation and combustion utilization of natural gas first within the scope of relevant standards and on the premise of ensuring safety.

IV. Strengthening the construction of oil and gas reserve systems

(9) Complete the construction of an oil reserve system

Establishing a major national oil reserve system that organically combines government reserves, corporate social responsibility reserves, and enterprise production and operation inventories to complement each other, greatly improving risk resistance and safety assurance capabilities.

Continue to strengthen the construction of government oil reserves, improve the corporate social responsibility reserve system, and maintain a reasonable level of enterprise production and operation inventories. Encourage social capital to strengthen the investment and operation of commercial reserve facilities and further increase the scale of reserves. Improve the institutional mechanism for oil reserves. Strengthen the monitoring of oil supply and demand.

(10) Improve the natural gas reserve peaking system

Accelerate investment and construction of underground gas storage depots along the country's strategic import corridors and main pipelines, oil and gas strategic support bases, and consumer load centers. By optimizing injection pressure ranges and encrypting injection wells, etc., gas storage depots that have already been put into production are supported to increase the gas storage scale and peak supply capacity when conditions are met. Accelerate the demonstration and implementation of offshore underground gas storage depots. Explore new business formats such as underground hydrogen storage and carbon dioxide.

Improve the coastal liquefied natural gas reserve system. LNG terminals insist on expansion as the main focus, and carefully validate and optimize the layout of new projects based in regions or key provinces. Actively promote the construction of approved and ongoing projects.

Improve and perfect policies and measures, give full play to the role of gas storage facilities that have already been built and put into operation, and strengthen the construction of emergency gas storage and peak shifting facility systems.

Column 2 Key Natural Gas Reserve Projects

Construction and expansion of underground gas storage depots: plate depth 37, Liaohe gas storage group (Shuangtaizi, etc.), Shengping, Leilong Bay, Wanshunchang, Changning, Yu 37, kilometer bridge, Nanbao East, Nanhu and Qiudong, Zhongyuan 23, Wen 24, Wen 68, Gudong, Baolang, Wei 2, Liu Zhuang, Linxing-Shenfu (including lead) oil and gas storage tanks, Jintan, Yexian, Zhangxing, Taian, Heze, Huangchang, Pingdingshan, Chuzhou Huai'an Salt Cave gas storage depot.

LNG receiving stations: Prioritize the construction of ongoing and storage tank expansion projects, and build new liquefied natural gas receiving stations in western Guangdong.

Early evaluation of underground gas storage: Zhongba, Mahe, Changchun, Changling-Songnan, Jingbian, Baogu 2, Qiao 69, Huagou, Bozhong 19-6, Chai 13-1, Yumen, Shapingchang, Zhaigou Bay, 500-tier oil and gas storage underground gas storage, Fengxian, Yanghuai, Zhangshu, Wuyang, Tianqian Yunying, Hengyang, Sanshui, Hechuan, Wanzhou Salt Cave gas storage, Hubei Xiaoban (salt-containing cave), Liji, Hebei, etc.. The conditions are in place to promote construction in a timely manner.

(11) Strengthening coal-to-oil and gas production capacity and technical reserves

Promote the construction of strategic coal-to-oil and gas bases in Ordos, Inner Mongolia, Yulin, Shaanxi, Zhundong, Xinjiang, and Hami, Xinjiang.

5. Strengthening international cooperation in oil and gas

(12) Continue to improve the diversified import system and raise the level of international operation

Consolidate and expand strategic onshore import channels, strengthen infrastructure operation connectivity, and optimize and improve coordination mechanisms. Improve the structural layout of overseas oil and gas assets, and continuously improve international management capabilities. Adhere to diversified import strategies, participate in international oil and gas trade in all aspects, coordinate and connect domestic and foreign markets and resources, and enhance resource allocation and flexible operation capabilities.

6. Accelerate green transformation and the cultivation of new quality productivity, and promote the integrated development of oil and gas and multi-energy

(13) Pushing oil consumption to peak

The system promotes energy saving and carbon reduction in petroleum production, peak consumption, and upgrading the quality of the industrial chain. Coordinate the country's energy security and stable economic and social development, support the development of green fuels, and supplement and replace traditional petroleum products. Promote energy saving and carbon reduction transformation of the entire petroleum chain, increase the electrification rate of terminals, reduce methane emissions, reduce volatile organic compounds (VOCs) emissions, and reduce energy consumption such as petroleum per unit product. Maintain moderate surplus refining and petrochemical production capacity, enhance the international competitiveness of the industry, and increase the industrial foundation for petroleum safety.

(14) Promoting clean and efficient use of natural gas

Encourage the orderly and efficient use of natural gas in the industrial field, focusing on meeting the needs of companies that are difficult to electrify and use high-emission fuels. Support the orderly application of liquefied natural gas in heavy trucks and watercraft, and promote a green and low-carbon transformation in the transportation sector. A number of peak-shifting gas and power projects are arranged according to local conditions to reasonably guarantee gas demand for power generation, give full play to the stable supporting role of natural gas in the new power system, and support the gas and power co-operation models, gas power and new energy joint ventures, and gas power and peak shifting facilities. Improve gas-electricity scheduling and coordination mechanisms in the power generation sector, and encourage oil, gas and gas power companies to sign multi-year medium- to long-term contracts and flexible gas supply terms.

(15) Coordinate the integrated development of oil and gas in all scenarios, such as new energy and associated resources

Relying on oil and gas mining areas and surrounding areas, promote the development and utilization of photovoltaics, wind power, and geothermal energy in a rational and orderly manner, increase the electrification rate, and build green, low-carbon, zero-carbon oil and gas fields. Promote oil and gas heat recovery, combined use of wind and solar storage, with regional load as the core, combine green energy supply with flexible energy use, and integrate the operation of source network load storage to promote the expansion of old oil and gas fields into “electric fields, heat fields, storage fields, and carbon fields”. Strengthen integrated exploration and development of oil and gas and associated resources such as helium, uranium, lithium, and sulfur in accordance with regulations.

(16) Promoting New Productivity to Empower the High-Quality Development of the Industry

Promote the development of the green hydrogen energy industry. Collaborate on the layout of oil and gas infrastructure, accelerate large-scale hydrogen energy production, pipeline transportation and intensive storage systems, lay out hydrogen energy and other infrastructure in key regions in an orderly manner, and construct a new pattern of hydrogen energy production and marketing centered on nearby consumption in the surrounding area, complemented by cross-regional transfer and foreign trade.

Promote CCUS scale industrialization. Give full play to the advantages of CCUS's entire industry chain and coordinate the “win-win” of increasing crude oil production and reducing carbon emissions. Promote the construction of CCUS regional industrial clusters, support cities such as Dongying and Yulin, where the oil and gas industry is concentrated, to take the lead in transforming into low-carbon cities, develop low-carbon industrial clusters, and form a competitive advantage for undertaking high-carbon industries. Research will further promote the market-based industrial application of carbon-neutral technology.

Promote the development of a new underground energy storage industry. Make full use of underground space resources such as depleted oil and gas reservoirs, salt pits, and pipelines to explore new business formats such as the construction of compressed air energy storage. Promote supporting operation with surrounding new energy power plants, provide capacity support and frequency modulation and peak modulation services, and enhance the flexible adjustment capacity, safety and stability level of regional energy systems.

(17) Strengthen the quality, efficiency and differentiated development of the petroleum refining and chemical industry

Adhere to the “reduction and replacement” of refining production capacity, optimize stocks, strictly control new additions, continue to promote “oil conversion,” “oil conversion,” and “oil conversion,” and raise the level of intensification, refinement and greening of the refining and chemical industry. Guide and support the integration and restructuring of refineries in key regions and the elimination of backward production capacity through market-based and rule-of-law methods. Strengthen process carbon reduction, and implement green electricity, clean, and low-carbon hydrogen replacement in conjunction with actual practice. The coastal region focuses on building integrated refining and chemical industrial clusters, enhancing the supply capacity of high-end chemical materials, and building globally competitive production bases. Based on local demand and resource conditions, the central and western regions guarantee a stable supply of oil products and moderately develop petrochemical projects that meet regional characteristics.

Small and medium-sized refineries with characteristics and competitiveness stand out for being “specialized, special and new”.

7. Strengthen the drive for scientific and technological innovation to support the high-quality development of the oil and gas industry

(18) Accelerate breakthroughs of key technical bottlenecks

In the exploration and development process, do a solid job in major national science and technology projects for exploration and development of new oil and gas, support increased storage and production, upgrading and iterative technical equipment, etc., and achieve a significant increase in independent innovation capabilities. Focus on fields such as “two depths and one not one old”, conquer key technologies for safe and efficient exploration and development of deep land and ocean water, break through unconventional exploration and development techniques such as land-based shale oil, deep shale gas, and deep coalbed methane, improve techniques to improve recovery rate in old oil and gas fields, and explore comprehensive exploration and three-dimensional development technology for oil and gas and associated resources.

Column 3 Research and development of key technical equipment for oil and gas exploration and development

Deep oil and gas exploration and development: Breaking through ultra-deep composite hydrocarbon generation and accumulation mechanisms, ultra-deep high-precision geomechanical modeling technology, innovating the core technology for the efficient exploration and development of ultra-deep carbonate rock and clastic rock oil and gas reservoirs, tackling multiple sets of major key equipment such as 15,000 meter intelligent drilling rigs, intelligent pressure-controlled drilling equipment, and the transformation of ultra-high temperature and UHV deep well logging equipment to enter a new depth of tens of thousands of meters of oil and gas exploration and development.

Deep-water oil and gas exploration and development: Breaking through key technologies such as deep-water oil and gas drilling and intelligent completion and testing, safe and efficient deep-water oil and gas field mining and production, and tackling important key equipment such as 3,000-meter deep-water marine node acquisition systems, 3,000-meter deep-water drilling blowouts and multiple complex control systems, and 1,500-meter all-electric underwater control system equipment.

Unconventional oil and gas exploration and development: Innovate key technologies for green development of land-based shale oil, deep shale gas, deep coalbed methane and low to medium mature shale oil, and tackle major key equipment and core software such as 10,000 hp/175 MPa electric fracturing skids, large diameter intelligent continuous tube operation equipment and tools, and geological engineering integrated fracturing design software.

Exploration and development of old oil and gas fields: Breaking through a series of key technologies such as drastically improving recovery rates and green and low-carbon efficient development, forming key technologies such as fine water drive, green chemical drive, and low carbon heat drive in old oil fields with high water content to improve recovery rates, innovating and forming a large-scale carbon dioxide fuel drive and storage technology system to help build a “low carbon zero carbon” production system.

The infrastructure sector focuses on research in the fields of intelligent construction and inspection of oil and gas pipelines, pipeline network simulation and operation optimization; intelligent design, regulation and digital twin technology research and development of pipelines and stations to accelerate the digital transformation and upgrading of industries, and promote changes in the scientific research paradigm; carrying out high-pressure pure hydrogen pipeline materials and safe transportation, large-scale hydrogen doping/conversion to hydrogen, aquifer gas storage, deep underground space hydrogen storage, methanol liquid ammonia and other technical issues such as CCS/CCUS.

The terminal utilization process accelerates the localization of heavy gas turbines, promotes scientific research and localization of equipment such as service maintenance technology for current combustion engines, high-efficiency and low-emission gas engines for vehicles and ships, and high-end gas wall-mounted stoves; and research and optimize technologies in refining and chemical integration, green and low-carbon refining.

(19) Enhancing the effectiveness of digital intelligence

Accelerate the integration and application of next-generation information technology such as artificial intelligence and the Internet of Things, strengthen interdisciplinary collaborative research, and build smart oil and gas fields.
