After investigation, Zhu Xiaoqing lost his ideals and beliefs, betrayed the spirit of the Eight Regulations of the Central Committee, and accepted banquets in violation of regulations; disregarded organizational principles and helped others to transfer work; failed to maintain the bottom line of integrity and accepted gifts that might affect the impartial execution of official duties; lent public funds in violation of regulations; and his greed grew; used public power as a tool to seize personal gain, seeking benefits for others in terms of personnel work transfer, enterprise production and operation, etc., and illegally accepted huge sums of property; acting arbitrarily, caused significant losses to national interests. Zhu Xiaoqing seriously violated the Party's organizational discipline, integrity discipline, work discipline, and life discipline. It constituted a serious offense of office and was suspected of taking bribes and abusing authority. Furthermore, he did not retreat or withdraw after the 18th National Congress of the Party.
