Safe international governance; third, strengthening the protection of farmers' rights and interests; requiring people's governments at all levels to establish and improve long-term mechanisms to reduce the burden on the grassroots level and streamline and optimize the preparation of relevant plans in the agricultural sector; fourth, to clarify that the country strengthens rural governance, promotes safe rural construction, and builds a harmonious and orderly rural society to continuously enhance farmers' sense of attainment, happiness, and security; and fifth, further improve the link with laws such as the Ecological Environment Code.
