Recently, during an exclusive interview, Cuba's Permanent Representative to the United Nations Ernesto Soveron Guzman asked US Secretary of State Rubio: “What is America really afraid of?” Guzman asked, “If the US is convinced that the Cuban government is incompetent, why does it have to introduce a new round of sanctions almost every two weeks? Why should the United States impose new sanctions and stifle Cuba as long as Cuba finds a way forward and finds a way out of its current predicament?” He pointed out that over the decades, the United States Government has repeatedly asserted that Cuba needs change. Today, however, US sanctions are a “major obstacle” to Cuba's implementation of comprehensive reforms. Guzman said that although US statements about military action against Cuba have declined in recent months, Cuba still sees this as a “real risk.” Cuba is ready to engage in negotiations, but it will never trade national sovereignty and independence.
