US Trade Representative Greer said late on the night of August 21, local time, that Canada refused to finalize the trade agreement with the US before the deadline and is still taking retaliatory measures against the US. Canadian Prime Minister Carney said that he has decided to suspend trade negotiations with the US. Carney said the negotiations are not progressing enough to achieve the goals set for Canadian citizens. Greer said that the US has provided Canada with “more favorable market entry conditions,” and if an agreement was reached, “tariffs could have been drastically reduced.” However, he blamed Canada for refusing to accept it, which led to the breakdown of negotiations. The US Customs and Border Protection later issued guidelines announcing the imposition of additional tariffs on certain imported goods from Canada in accordance with Section 338. A senior Trump administration official confirmed that measures imposing 50% tariffs on some Canadian goods will officially take effect at 00:01 a.m. EST on August 22.
