In order to implement the decisions and arrangements of the Party Central Committee and the State Council and promote the high-quality development of aviation bonded maintenance, the Ministry of Commerce, together with the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Human Resources and Social Security, the Ministry of Ecology and Environment, the General Administration of Customs, the State Administration of Taxation, the Civil Aviation Administration of China and other departments, jointly issued “Opinions on Promoting High-Quality Development of Aviation Bonded Maintenance”. The “Opinion” focuses on the development needs of the aviation maintenance industry and the actual demands of enterprises, actively promotes aviation bonded maintenance as an important liberalization policy, and proposes six policy measures. The first is to increase aviation bonded maintenance support. Aviation maintenance companies carry out aviation bonded maintenance services within the aviation bonded maintenance product list, and are not restricted by region. The second is to strengthen fiscal, taxation, and financial policy support. Products after aviation bonded maintenance can be sold domestically in accordance with relevant national regulations; export tax rebate policies can be applied in accordance with regulations; and the linkage of financial policies such as finance and insurance can be strengthened. The third is to raise the level of facilitation of supervision. Aviation bonded maintenance can be carried out for outsourced processing; aviation materials with reuse value replaced by bonded maintenance can be distributed domestically after tax payment, or converted to spare parts included in bonded management; those that undertake domestic aviation bonded maintenance business within a special customs supervision area and the product is returned to the domestic region to carry out leasing services again, only one import license will be applied for an import license. Fourth, support the green development of aviation bonded maintenance. Encourage the use of products with low volatile organic compounds content and raw and auxiliary materials in aviation bonded maintenance operations. The fifth is to enhance the ability to guarantee talents. Encourage local authorities to include aviation maintenance-related occupations in the guidance catalogue of vocational skills training requirements; support aviation maintenance training institutions within comprehensive bonded zones to carry out bonded training business.
