Xia Bing, member of the party group and deputy director of the National Data Administration, said at the “Focus on Scenario Construction and Unleash Data Value” exchange event organized by the National Data Development Research Institute that the National Data Administration has further promoted the construction of data application scenarios and released a total of 760 “data element ×” typical scenario guidelines, 150 public data “run” demonstration scenarios, and more than 270 data infrastructure application scenarios. Currently, scenario construction faces challenges such as increasing the willingness of market players to participate, lack of reusable construction methods, and weak support for complex ecological teams. We must adhere to value orientation, focus on important fields to create benchmark scenarios, and focus on scenarios with a solid data foundation, clear value returns, and strong driving force; at the same time, dig deeper into the process value of scenario construction, deposit full-link native business data, build high-quality data sets for the industry adapted to the scenario, build data-empowered factories, and build a data flywheel. We must insist on system promotion, give full play to the role of the government, improve the national data set management service system, and guide all parties to participate in the construction of data application scenarios; at the same time, strengthen market drivers, speed up the construction of a unified national data property rights registration system, and promote the reuse of mature scenarios across industries and regions.
