On August 28, various departments such as the Ministry of Housing and Construction, the Ministry of Natural Resources, the Central Bank, the State Financial Supervisory Authority, and the Securities Regulatory Commission intensively issued three major documents, focusing on housing sales system reform, real estate credit system restructuring, and capital market support for building a new model of real estate development. Among them, new land concessions are prioritized for existing housing sales and measures such as uniformly raising the pre-sale threshold to the ceiling of the main structure, which is regarded by the market as a landmark signal of a fundamental restructuring of the commercial housing pre-sale system. “This is not a simple termination of the pre-sale system; it is a systematic reform with classification optimization and gradual implementation.” Wang Shao, president of the Guangdong Real Estate Industry Association, said that the current round of the new policy is based on the principle of “establish first, then break, and promote stability through progress”. The core goals are to reduce industry leverage, divest excessive financial attributes, and push real estate back to the roots of housing through collaborative efforts on the sales side, the financial side, and the capital side. According to Wang Shao, the existing housing sales model will drastically raise the entry threshold for the industry, and the traditional high-turnover development logic of housing enterprises is facing restructuring. Although the industry will experience adjustment pain in the short term, it is expected that it will actually enter a new cycle of high-quality development in the medium to long term.
