The report quoted two people familiar with the matter as saying that one of the purposes of Ratcliffe's current visit to Russia was to evaluate whether the head of the Russian intelligence service could persuade Putin to agree to resume US-mediated Russian-Ukrainian negotiations. The report said that Ratcliffe paid a surprise visit to Russia on the 25th, met separately with Russian Foreign Intelligence Director Sergei Nareshkin and Federal Security Director Alexander Boltnikov, and proposed to Russia to resume peace negotiations.
