Recently, the “Special Plan for Parking Facilities in the Central City of Chongqing” was officially released. According to the data, as of the end of July 2026, the ratio of motor vehicle ownership to parking spaces in central urban areas was 1 to 1.54. Although the ratio of the total number of parking spaces to vehicles is higher than the national standard, problems of insufficient supply and structural imbalances in core regions are still prominent. Currently, the main contradictions in parking management are concentrated in “four old” areas such as old neighborhoods, old campuses, old hospitals, and old business districts. Such areas were built early and construction standards are low, and they are a concentrated flashpoint for parking conflicts. In response to this current situation, the “Plan” establishes a phased implementation path. The recent phase focuses on key points and forms a model. 152 public parking lot construction projects have been clarified around areas with prominent parking conflicts. It is estimated that about 24,000 new public parking spaces will be added after completion, effectively covering about 2 million residents around the “Four Old” area, and accurately alleviating the “urgent and worried” parking problems of the masses. The long-term system was optimized and comprehensively upgraded. 1,570 public parking lot construction projects were laid out, and more than 249,000 parking spaces were built to efficiently meet the parking needs of more than 90% of the living area, and finally formed a reasonable supply structure with more than 90% parking spaces, 7% to 10% of public parking spaces, and less than 3% of road parking spaces, achieving full coverage of the “15 minute high quality life service circle” of the central city public parking service system, significantly improving the convenience and travel experience of citizens.
