Kuwait issued an Amiri Decree on September 1, allowing the government to borrow money from sovereign wealth funds to support the country's finances. The Act ended decades of restrictions prohibiting the use of national long-term savings funds to meet government budget requirements. Under the new law, loans must be approved by the Cabinet, and each loan must specify the loan amount, purpose, yield, repayment period and repayment plan, as well as any conditions relating to repayment arrangements.
