The plan states that the “Opinions on Resolving Settlement of Delinquent Enterprise Accounts” will be thoroughly implemented, the “Regulations on Safeguarding Payment of Funds for Small and Medium Enterprises” will be strictly implemented, and related supporting measures such as handling complaints and punishing loss of trust will be introduced. Build and improve a national complaint platform for defaulting on payments to small and medium-sized enterprises, improve the “two-level acceptance and four-level processing” complaint handling mechanism, and achieve “one-stop acceptance” and “one network access”. Strengthen efforts to clean up arrears owed by institutions, public institutions, and large enterprises to small and medium-sized enterprises, and strengthen management at the source.
