OATI delivers FERC 881 compliance and unlocks transmission capacity across three regions

Entergy, three NextEra Energy operating companies, and some of Florida's transmission providers are using OATI webLineR™ to automate ambient adjusted ratings — turning a demanding compliance mandate into new transmission capacity for reliability, cost savings, and clean energy deployment.

Three NextEra Energy operating companies, Entergy, and numerous transmission providers within Florida are calculating, managing, and exchanging ambient adjusted ratings (AARs) with their reliability coordinators and market operators using OATI webLineR™.

Limited transmission capacity is one of the greatest drags on the energy transition, often forcing clean energy developers to wait years to bring new projects online. FERC Order 881 requires transmission owners/providers to utilize AARs — hourly ratings reflecting forecast weather conditions — in place of conservative fixed assumptions, potentially unlocking capacity that may exist on the system. Each transmission owner must calculate and submit a 10-day hourly rating forecast for every facility, update it every hour, and retain that data for five years. The scale is substantial: in MISO alone, more than 13,000 facilities require AARs, producing an estimated 22 million individual forecasted ratings per hour— a volume of computation and exchange that cannot be managed manually.

Entergy — MISO

Entergy selected webLineR™ to manage its transmission facility ratings and submittals to the Midcontinent Independent System Operator (MISO). With MISO's Order 881 implementation underway, Entergy needed a purpose-built ratings repository capable of receiving ratings from internal systems, validating them, assembling composite rating profiles, and exchanging them with MISO's ratings system continuously. webLineR™ provides that single integrated repository, with continuous submittal, return of cleared ratings, and a full audit trail — storing two years of data at OATI, with the remaining retention period held by MISO under the order.

NextEra Energy — three operating companies

To meet a fast-approaching federal deadline, NextEra Energy — one of the world's largest independent power producers and developers of clean energy resources — selected OATI to implement its ambient adjusted ratings solution and unlock additional transmission line capacity under FERC Order 881. OATI webLineR® will allow three NextEra Energy operating companies — GridLiance West, New Hampshire Transmission, and NextEra Energy Transmission Southwest — to meet the FERC 881 mandate by automating the management, calculation, and storage of AAR information. webLineR™ uses transmission owner-provided ratings lookup table data, together with OATI's locational weather service, to calculate AARs for the next 240 hours at each facility; those ratings are then forwarded to each operating company's associated reliability coordinator or independent system operator.

Florida —Transmission providers

In Florida, OATI's AAR platform integrates webLineR™ with transmission providers' existing facility ratings systems and TTC calculators. webLineR™ has been successfully deployed across a diverse set of Florida utilities, including investor-owned, cooperative, and municipal entities. Statewide, the integrated solution supports the import, selection, and maintenance of AARs, directly links ratings to daily transmission operations, and enables secure data exchange, reporting, and operational workflows that support regulatory compliance while improving efficiency. Planned enhancements will expand these capabilities to include weather-dependent, long-term forecasted seasonal ratings and additional facility rating components.

Why it matters beyond compliance

Accurate ratings unlock real value. By reflecting the true, weather-driven capacity of transmission lines, AARs let operators safely release headroom on existing infrastructure — moving more energy at a time when regional demand is climbing and reserve margins are tightening, and clearing a path for the clean energy projects waiting on transmission capacity to reach the grid. The cost of not having accurate ratings is measurable: MISO's Independent Market Monitor estimated that, between 2023 and 2024, transmission customers paid roughly half a billion dollars more than necessary due to the absence of temperature-adjusted and emergency ratings.
