Adhere to the priority development of agriculture and rural areas

Implementation plan to improve the rural revitalization investment mechanism

In order to implement the priority development requirements of agriculture and rural areas, continue to increase investment in the “three rural areas”, improve the investment mechanism for rural revitalization, and continuously improve the effectiveness of policies to strengthen agriculture and benefit farmers and enrich farmers, this plan was formulated.

I. General Requirements

Adhere to Xi Jinping's ideology of socialism with Chinese characteristics in the new era, earnestly implement the spirit of the 20th National Congress and 20th Plenary Session of the CPC, earnestly implement General Secretary Xi Jinping's important remarks on the “three rural areas” work, fully, accurately and comprehensively implement the new development concept, insist on solving the “three rural areas” issue as the top priority of the whole Party's work, adhere to priority development in agriculture and rural areas, improve the diversified investment pattern with preferential financial guarantees, financial priorities, and active social participation to ensure that investment in rural revitalization continues to increase and promote continuous optimization of the investment structure in the “three rural areas” field. By 2030, an investment mechanism for rural revitalization that is compatible with the level of agricultural and rural development, has a reasonable structure, scientific methods, and places equal emphasis on quality and efficiency will basically be established to provide strong support for consolidating and expanding the achievements of poverty alleviation, speeding up the completion of shortcomings and weaknesses in agricultural and rural modernization, and solidly promoting comprehensive rural revitalization.

II. Improving the pattern of diversified investment

(1) Strengthen priority guarantees for government funding. Priority is given to guaranteeing general public budget investment in agriculture and rural areas, optimizing investment structures, priorities and methods, and implementing policies relating to the use of land concession income in agriculture and rural areas in accordance with regulations. Strengthen compensation for benefits to major grain-producing regions, implement horizontal compensation for benefits between provinces in grain-producing and marketing regions, improve incentive policies for major grain-producing counties, further improve the accuracy of financial subsidies, and effectively protect farmers' enthusiasm to grow food and local governments to catch food. Give full play to the role of existing funding channels, actively support the construction of major agricultural and rural infrastructure and the remediation of rural habitats, further promote the construction of rural ecological civilization and civilized rural style, and promote basic modern living conditions in rural areas. Maintain a stable scale of the central financial support fund and the scale of investment at the provincial and municipal levels.

(2) Give full play to the role of bond funds in supporting agriculture. Coordinate the use of various types of bond funds to support eligible rural infrastructure construction, industrial development, and public service projects. Adhere to the combination of software and hardware from the top down, and promote “dual” construction in agriculture and rural areas with high quality. Support all regions to use special bond funds for eligible agricultural and rural projects, improve the quality of project reserves, and make better use of the positive role of special bonds in the agricultural and rural sector to strengthen the foundation, make up for shortcomings, and benefit people's livelihood. Each region can support eligible agricultural and rural projects through general bond funds according to its own actual situation. Eligible companies are encouraged to issue rural revitalization bonds.

(3) Improve the effectiveness of credit funds to support agriculture. Deeply implement special financial measures to support rural revitalization, comprehensively use monetary policy tools, and support financial institutions to provide credit support in the field of rural revitalization without adding hidden debts from local governments. Optimize credit investment in the agricultural sector, and promote various financial institutions to provide support to major counties producing grain (oil), major farming counties, and key rural revitalization support counties, etc., and focus on investing in credit funds in areas such as stabilizing food production and supply, important industries for rural revitalization, agricultural and rural infrastructure, and agricultural science and technology innovation. Implement microfinance policies to help prevent people returning to poverty and accurately support the development of production and income growth for those who originally set up file cards to get out of poverty who need continued support. Support banking institutions to innovate and promote credit products that match the needs of agriculture and rural areas under the premise of legal compliance, and increase the supply and implementation of loan renewal policies for products such as initial loans and credit loans. Credit support is provided to eligible agricultural product brokers, production and marketing farmers' cooperatives, and other distributors in production areas. Improve agricultural asset evaluation mechanisms, explore the establishment of management systems for certification, value evaluation, mortgage registration, asset disposal, etc., promote mortgage financing loans for live livestock and poultry, agricultural facilities, etc., and innovate and develop collateral financing such as agricultural machinery and equipment, agricultural product warehouses, and asset management rights. Deepen rural collective “three capital” management, guide rural collective economic organizations to standardize investment behavior, carefully select management methods, and steadily carry out business activities. Support eligible agricultural projects to issue real estate investment trusts (REITs) in the infrastructure sector. Encourage all types of enterprises and village groups to rationally carry out the construction and operation of energy projects such as photovoltaics, wind energy, hydropower, and biomass energy in rural areas through models such as village-enterprise cooperation.

3. Strengthen coordination and linkage

(7) Promote collaborative efforts between government investment, financial support, and private investment. Strengthen the guarantee support of the government financing guarantee system for agricultural operators and service providers, speed up the improvement of agricultural financing guarantee platforms at all levels, support the national agricultural credit guarantee system to play an active role, and provide convenient, efficient and high-quality guarantee services for new types of agricultural operators. Improve the price formation mechanism for important agricultural products such as grain, and promote the price of grain and important agricultural products to maintain a reasonable level. Improve the minimum purchase price policy for rice and wheat, maintain the underlying functional position, and reasonably determine the minimum purchase price level. Improve the mechanism for forming the transfer price of contracted land management rights, and improve the response mechanism to guarantee supply and price stability for agricultural materials. Improve the subsidy policy for the protection of arable land strength. Implement subsidy policies for the purchase and application of agricultural machinery, and promote the entry and exit of subsidized machines and preferential subsidies for excellent machinery. Strengthen the role of insurance in risk sharing, loss compensation, financing and credit enhancement, etc., and give full play to the amplification effect of insurance mechanisms on financial subsidy funds to help farmers increase their income.

IV. Improve the work responsibility system

(10) Compacting work responsibilities. Implement a working mechanism for central coordination, overall provincial responsibility, and implementation by cities, counties and townships, to consolidate the responsibility of local governments to invest in rural revitalization, strengthen interdepartmental communication and collaboration, and form joint efforts. Give full play to the role of planning in guiding and regulating agricultural and rural investment. Improve the effectiveness of coordination mechanisms for the normalization of financial services and rural revitalization, and provide accurate financing guidance and financial support. Further improve the statistical work of rural revitalization investment.

(11) Strengthen factor guarantees. Insist on starting from reality, increase the guarantee of various factors for rural revitalization, and promote the efficient allocation of various factor resources. Promote the two-way flow of urban and rural elements, encourage all kinds of talents to go to the countryside for services, entrepreneurship and employment, and vigorously cultivate practical rural talents. Strictly implement land policies related to rural revitalization, save and intensively use land for rural collective management construction, promote full use of existing land use, arrange new land use indicators at an angle, introduce measures relating to agricultural land for facilities, and guarantee land for rural development by classification. Priority is given to safeguarding the water, electricity, and energy needs of agricultural and rural projects.

(12) Optimizing the investment environment. Enhance the consistency and effectiveness of agricultural and rural investment policies, standardize administrative enforcement actions, and effectively protect the legitimate rights and interests of business entities. Establish a fair and just market environment, ensure that all types of business entities make equal use of various factors of production and public service resources in accordance with the law, and prevent all kinds of monopolies and unfair competition from harming farmers' interests. Strengthen service awareness, optimize approval processes, refine quantitative service standards, provide convenient and efficient government services to business entities, implement preferential tax policies to support agricultural and rural development, and implement a long-term supervision mechanism for fees charged by enterprises involved.

(13) Strengthen supervision, management and incentives. Improve the full life cycle supervision and fund chain supervision system for rural revitalization government investment projects, promptly investigate hidden risks, close management loopholes, improve the effectiveness of supervision, promote the implementation and coordination of various types of supervision, do a good job of disclosing policy and project information, and effectively prevent problems such as crowding out and misappropriation and defraud of financial funds. Strengthen the evaluation of the effectiveness of financial services for rural revitalization, and guide financial institutions to serve rural revitalization more accurately. Strengthen project expenditure performance evaluation in the field of rural revitalization, formulate different performance evaluation indicators according to project types, and improve the effectiveness of performance management. Improve the incentive and restraint mechanism, and use results such as capital project supervision and performance management as important references for financial budget arrangements, investment scale determination, and support policy adjustments.
