The report shows that China continues to maintain its status as a major country with imported foreign capital in the world. The stock of foreign capital is rising steadily, its sources are more diverse, and the fields of high technology and high added value have become the focus of foreign investment in China. The report shows that in the face of a severe and complex external situation, China has shown strong resilience while using foreign capital under pressure. In 2025, China established 70,392 new foreign-invested enterprises, a year-on-year increase of 19.1%, a record high. From January to June this year, the number of newly established foreign-invested enterprises nationwide increased 5.3% year on year, and the actual use of foreign capital was 402.14 billion yuan. At the same time, China's investment promotion structure continues to be optimized, and the share of high-tech industries attracting capital continues to rise. In 2025, the high-tech industry actually used foreign capital of 241.8 billion yuan, accounting for about 32%; the sources of investment were more diversified, and the joint construction of the “Belt and Road” country became an important force driving the growth of China's foreign investment.
