EU officials believe that the EU has the potential to develop a closer relationship with Canada than the United Kingdom because Ottawa does not have the problems left over from Brexit that Britain is burdened with. The EU and Canada are working to establish a new comprehensive partnership covering the areas of trade and security, to create a transatlantic alliance. According to sources familiar with related preparations, the EU's highest executive body and European Commission President Ursula von der Leyen is expected to announce the plan in the EU's annual State of the Union address delivered in Strasbourg, France on September 16. Canadian Prime Minister Mark Carney will attend the speech and address European Parliament the next day.
