It is the first Tongjiangda Sea Canal project to be built in an integrated manner at the national level since the founding of New China. The Pinglu Canal “connects the river to the sea”. Inland waterway vessels and sea vessels intersect and operate in the same water area, requiring a uniform and clear set of navigation rules. The core breakthrough in the “Pinglu Canal Navigation Safety Management Regulations” is the organic integration of the two sets of inland waterway and maritime navigation rules. A separate navigation system is implemented throughout the Pinglu Canal, which uniformly enforces right-hand navigation and port side navigation. In the upstream and downstream youth hubs, the avoidance requirements for “going up and going downwards” and “going against the current and going backward” were clarified separately. At present, the specified sea area of Qinzhou Bay has been built as the country's first “equivalent class A” navigation area. Inland waterway vessels that meet the standards can legally enter this sea area after being signed with an inspection certificate. As a result, a key channel for river-sea intermodal transport has been opened. The “Pinglu Canal Navigation Safety Management Regulations” also set up a “nighttime quiet zone” in the water area from the youth hub to the G75 Lanhai Expressway Qinjiang Bridge. The Qinzhou section of the Pinglu Canal passes through the city, and residents from both sides of the Strait are concentrated. This move minimizes interference with people's nighttime rest on the premise of ensuring safe navigation. In addition, the “Regulations” also specify six types of prohibited acts, such as driving side by side, landing on a slope and parking, and overtaking a flight in a curved flight section. Currently, there are 570 ships that are eligible to navigate the Pinglu Canal, and 681 crew members have obtained the “Pinglu Canal Route” license.
