Recently, the Ministry of Commerce, together with the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Civil Affairs, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Housing, Urban-Rural Development, and the General Administration of Market Supervision, issued the “Action Plan to Promote Smart Home Consumption” (hereinafter referred to as the “Action Plan”). The head of the Department of Consumer Promotion of the Ministry of Commerce interpreted the relevant content of the “Action Plan”.

I. Background of the launch

Household consumption is large-scale, covers a wide range of fields, and has a long industrial chain. It is an important part of consumer consumption, and it is also an important field that combines benefiting people's livelihood with promoting consumption. In recent years, as technology accelerates iterative upgrades, residents' demand for quality of life continues to rise, smart homes have developed rapidly, and the market penetration rate has continued to increase.

The outline of the “15th Five-Year Plan” clearly proposes to enrich smart home scenarios, promote the application of new smart products, formulate smart home connectivity standards, and support the aging transformation and intelligent upgrading of old houses. In order to implement the decisions and arrangements of the Party Central Committee and the State Council and expand high-quality supply in line with the consumer needs of different groups, the Ministry of Commerce, together with relevant departments, carried out special research, organized symposiums to listen extensively to opinions and suggestions, carried out field research in many places, and studied and drafted the “Action Plan”, which was issued recently.

II. Main contents

The “Action Plan” adheres to goal orientation and problem orientation. In response to the growth points and existing blockages in smart home consumption, it proposes seven measures, including expanding the supply of high-quality smart homes, improving the smart home standard system, and optimizing community convenience services. The first is to insist on the following four aspects: First, insist on the collaborative efforts of supply and demand. The “Action Plan” proposes to encourage manufacturers to strengthen research and development of smart home products; support the establishment of smart home experience centers, whole-house smart and digital home model rooms in home stores, shopping centers, etc.; guide financial institutions to increase loan support for smart home consumption, etc., and actively support consumers in purchasing smart home-related products.

The second is to create a diverse and integrated ecosystem. In response to the blockages in smart home connectivity, the “Action Plan” clearly improves the intelligent classification evaluation standard system for smart home products, accelerates the formulation and implementation of mandatory national standards such as smart home connectivity, and accelerates the integrated development of whole-house intelligence.

The third is to accurately serve different groups. Focusing on the differentiated needs of consumers, the “Action Plan” clearly accelerates the cultivation of a number of large-scale home improvement companies and platforms, launches personalized and diversified decoration packages, vigorously develops customized, order-based, and reservation-based services; guides enterprises to implement age-appropriate designs and enrich the supply of smart homes suited to aging.

Fourth, open up a convenience service chain. Focusing on the problem of inconvenient supporting services in the field of home improvement, the “Action Plan” proposes to guide all regions to scientifically and rationally set up waste home recycling outlets, encourage enterprises to provide services such as “delivery+collection” and “internet+recycling”; support the establishment of comprehensive home renovation service sites in eligible streets and communities to integrate various convenience and welfare services.

In the next step, the Ministry of Commerce will work with relevant departments to implement detailed work measures, push for relevant policies to be implemented and effective as soon as possible, drive more smart home products into people's homes, and better meet people's needs for a better life.
