Vice Minister of Industry and Information Technology Ke Jixin said that the Ministry of Industry and Information Technology, together with various departments such as the People's Bank of China, the State Council's State-owned Assets Administration Commission, the General Administration of Market Supervision, and the China Securities Regulatory Commission, has put forward a series of policies to clearly require large enterprises to pay SME accounts in a timely manner. As the work progresses, we have also noticed that some large enterprises, while using their competitive market position to prolong the accounts of small and medium-sized enterprises, crowd out the cash flow of small and medium-sized enterprises, affect the normal operation of small and medium-sized enterprises, affect the healthy development of the industry, hinder the smooth circulation of the national economy, and urgently need to take measures to carry out special rectification. Recently, the General Office of the State Council issued the “Notice on Strengthening the Work Related to Managing Payment Difficulties for Small and Medium Enterprises”. Currently, most industries have not introduced specific settlement and payment rules. By blurring settlement points by delaying settlement periods, the “Notice” allows small and medium-sized enterprises to take the lead in issuing and implementing 60-day payment commitments. By guiding leading enterprises to take the lead and take the lead, the entire industry forms a good ecosystem of timely payments.
