On September 14, the 2026 National Cyber Security Awareness Week Cybersecurity Technology Summit Forum was held in Jinan, Shandong. At the meeting, Tang Jie, head of the Youth Rights Protection Department of the Central Committee of the Communist Youth League, presented the main results of the “Blue Book on Youth Development: National Survey Report on the Internet Usage of Minors”. Research data shows that the number of underage netizens in China has reached 198 million, and the Internet penetration rate has reached 98.3%. The Internet penetration rate gap between urban and rural minors has narrowed to 0.4 percentage points, and the Internet inclusion results have been remarkable. Furthermore, 78.5% of underage netizens surveyed have already used AI tools in their studies, creations, or entertainment, and minors have become a high-frequency group for AI applications. However, most minors lack the ability to recognize AI-generated content, screen for algorithmic bias, and grasp ethical boundaries. 83% of teachers surveyed expressed concern about the risk of students misusing AI.
